CALL TO ORDER: Chairperson Joshua Swodeck B. PLEDGE OF ALLEGIANCE: Chairperson Joshua Swodeck C. ROLL CALL: Chairperson Joshua Swodeck, Vice-Chairperson Andrew Quinones, Commissioner Jovani Esparza, Commissioner Jessica Leon, Commissioner Venita Reynolds, Commissioner Dianna Batts and Commissioner Denise Marquez. D. PUBLIC COMMENT: 1. At this time, the general public is invited to address the Cultural Arts Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Cultural Arts Commission. Comments from the public of any nonagenda items will be limited to three (3) minutes in Accordance with City policy. 2. Any applicant or member of the public wishing to speak on any item that is listed on the agenda is requested to adhere to the following protocol procedures/guidelines: a) Prior to the meeting, or during the meeting prior to an agenda item being discussed, any person wishing to address the Cultural Arts Commission shall complete a speaker card and submit it to the Development Services Director. b) When called upon, the person shall come to the podium, state his /her name and address for the record, and, if speaking for an organization or other group, identify the organization or group represented. Whenever any group of person’s wishes to address the Cultural Arts Commission on the same subject matter, the Chairperson may, at his/her discretion, may request that the group choose a spokesperson to address the Commission. c) All remarks should be addressed to the Cultural Arts Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. Together the Cultural Arts Commission members, City Staff, and the public honor Pomona ’s important City meeting values: a) To speak and to listen to everyone with respect and courtesy; to honor fairness and our cherished democratic process. b) To affirm Pomona’s dedication to lead as a Compassionate City. Thank you all for keeping these values and this commitment to act with them ever present in our minds as we proceed with the meeting together. E. APPROVAL OF MINUTES: F. PUBLIC HEARING: 1. Mural Permit (MURAL-12816-2019) Project Address: 700 E. Philadelphia Street Project Applicant: Nora Garcia Project Planner: Alina Barron, Assistant Planner Council District: CC District No. 3 Mural Permit to allow the installation of a community-executed mural. Pursuant to the provisions of the California Environmental Quality Act (CEQA Public Resources Code,Section 21084 et. seq.), this project meets the requirements for a Categorical Exemption in compliance with Article 19, Section 15301, (Class 1 - Existing Facilities). City of Pomona Page 2 Printed on 10/24/2019 Cultural Arts Commission Regular Meeting Agenda October 28, 2019 Recommendation: Staff recommends that the Cultural Arts Commission approve Mural Permit (MURAL-12816-2019), subject to conditions. OLD BUSINESS: 1. Future location of Cultural Arts Commission Citizens Advisory and Cultural Arts Commission Meetings - Discussion. 2. Staff recommends that the Cultural Arts Commission adopt the draft resolution approving Identification Plaque Specifications as required by the Art in Public Places Manual - Discussion. Attachments: Draft CAC Resolution - Plaque Specifications Exhibit A - Plaque Specifications 3. Staff recommends that the Cultural Arts Commission adopt a Resolution to approve a Modification to Final Design Plan for the installation of a mural located within the Children’s Room of the Pomona Public Library to increase the budgeted amount from $19,712.22 to $20,000.00, and recommend that the city execute a modification to its existing agreement with the artist, Athena Hahn - Discussion.
