SELECTION OF CHAIR & VICE-CHAIR: Selection of Chair & Vice-Chair E. PUBLIC COMMENT: 1. At this time, the general public is invited to address the Cultural Arts Commission concerning any items that are City of Pomona Page 2 Printed on 2/25/2022 Cultural Arts Commission Regular Meeting Agenda February 28, 2022 not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Cultural Arts Commission. Comments from the public of any nonagenda items will be limited to three (3) minutes in accordance with City policy. 2. Any applicant or member of the public wishing to speak on any item that is listed on the agenda is requested to adhere to the following protocol procedures/guidelines: a) When called upon, the person shall state his/her name and address for the record, and, if speaking for an organization or other group, identify the organization or group represented. Whenever any group of persons wishes to address the Cultural Arts Commission on the same subject matter, the Chairperson may, at his /her discretion, request that the group choose a spokesperson to address the Commission. b) All remarks should be addressed to the Cultural Arts Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. CONSENT CALENDAR: All items listed on the Consent Calendar may be enacted by a single motion without separate discussion. If a discussion or a separate vote on any item is desired by a Planning Commissioner, that item may be removed from the Consent Calendar and considered separately. All remaining items not removed from the Consent Calendar by a Planning Commissioner shall be voted on prior to discussion of the item(s) requested to be pulled. H. PUBLIC HEARING: 1. Final Design Plan (PUBART 16327-2021) Project Address: 215 E Philadelphia Street Project Applicant: JCW Development, Jeff Tarris Project Planner: Alina Barron, Associate Planner Council District: CC District No. 3 A request for the installation of a mixed-media mural located at a commercial property at 215 Philadelphia Street. Pursuant to the provisions of the California Environmental Quality Act (CEQA Public Resources Code, Section 21084 et. seq.), this project meets the criteria for a Class 1 (Existing Facilities) Categorical Exemption pursuant to Article 19, 15303. Therefore, no further environmental review is required. Recommendation: Staff recommends that the Cultural Arts Commission approve the Final Design Plan (PUBART 16327-2021) as recommended by the Cultural Arts Citizens Advisory Committee and allow the installation of a mixed-media mural located at a commercial property at 215 Philadelphia Street. DISCUSSION ITEMS: 1. Poet Laureate Search. The Pomona Public Library Board of Trustees is building a search team for the next Poet Laureate of Pomona. The team currently consists of one Library Board member and Mr. David Oliver, the current laureate. One additional spot has been set aside for an interested Cultural Arts Commissioner . The search team will be asked to meet regularly, solicit and review applications, and have three finalists for the Library Board to choose from by December 2022. Staff is seeking recommendation of (1) Commissioner to participate. Guest presentation by Megan Gearhart, President of Pomona Public Library Board of Trustees. 2. Adjusting Committee Calendar. Staff is recommending adjusting the Committee calendar from March 2022 onwards to stagger meetings on different days than the Cultural Arts Commission. Proposed dates in 2022 are Mondays, 4:30 pm on March 14, April 11, May 9, June 13, July 11, August 8, September 12, October 10, and November 14, with a shared meeting date with the Commission on December 12. Attachments: CAC - CACCAC 2022 Schedule 3. Chalk Art Festival Spring 2022. Staff is recommending holding the Chalk Art Festival for Elementary Students and Professional Artists as part of the upcoming “Town and Gown” 9-mile bike ride to be held on Friday, March 25 (after minimum day release), and is seeking recommendation on separate scheduling for middle and high school students. 4. Millard Sheets Fountain Damage. Staff will facilitate a discussion on how to remedy the damage to the Millard Sheets Fountain’s equipment room at the westernmost fountain from recent vandalism. 5. Eastsider Arts Initiative Grant Opportunity. LA Plaza de Cultura y Artes Eastside Arts Initiative has requested Commission support to communicate a Call for Art Grants for both individual artists and arts organizations totaling $150,000 that demonstrate a cultural and community significance. EAI recently funded the dA Center for the Arts to support apprenticeships for local student artists to support David Botello and Wayne Healy in the recent “Magu” mural.
