At this time, the general public is invited to address the Historic Preservation Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Historic Preservation Commission. Comments from the public of any non agenda items will be limited to three (3) minutes in accordance with City policy. 2. Whenever any group of persons wishes to address the Historic Preservation Commission on the same subject matter, the Chairperson may, at his /her discretion, request that the group choose a spokesperson to address the Commission. b) All remarks should be addressed to the Historic Preservation Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. Approval of Draft Historic Preservation Commission Action Minutes meeting of June 6, 2021. Attachments: HPC Action Minutes 6-2-2021 F. PUBLIC HEARING: 1. Single Historic Landmark Designation (SHISTORIC 13289-2020) Project Address: 841 S. Main Street Project Applicant: Gary Lett Project Planner: Alina Barron, Assistant Planner Council District: CC District No. 2 A request for a Single Historic Landmark Designation (SHISTORIC 13289-2020) for the property located at 841 S. Main Street located in the R-3 Medium Density Multi-Family Zone. Pursuant to CEQA Guidelines, this action is not a project. Section 15060 of the Guidelines exempts actions from CEQA that would not result in either an indirect or direct impact on the environment and that do not meet the Section 15378(a) definition of a project. Recommendation: Staff recommends that the Historic Preservation Commission adopt the resolution recommending City Council approval of Single Historic Landmark Designation (SHISTORIC 13289-2020) request for approval of a single historic landmark designation for the property located at 841 S. Main Street. Major Certificate of Appropriateness (MAJCOA 16128-2021) Project Address: 525 East Alvarado Avenue Project Applicant: Henry Gradiz Project Planner: Geoffrey Starns, Supervising Planner Council District: CC District No. 4 A request for a Major Certificate of Appropriateness (MAJCOA 16128-2021) for the reconstruction of a fire damaged single-family dwelling and garage located at 525 East Alvarado Avenue, within the Lincoln Park Historic District. Pursuant to the Guidelines for Implementation of the Environmental Quality Act (CEQA), the proposed project meets the criteria for a Class 3 Categorical Exemption (New Construction or Conversion of Small Structures), Section 15303(a) in that the project allows for construction of a single-family house. Recommendation: Staff recommends that the Historic Preservation Commission adopt the resolution approving a Major Certificate of Appropriateness (MAJCOA 16128-2021), subject to conditions.
