On August 4, 2021 at 6:30 p.m., the Historic Preservation Commission meeting will occur via video conference .
There will be no in-person public meeting location.

D. PUBLIC COMMENT:
1. At this time, the general public is invited to address the Historic Preservation Commission concerning any items
that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Historic
Preservation Commission. Comments from the public of any non agenda items will be limited to three (3) minutes
in accordance with City policy.
2. Any applicant or member of the public wishing to speak on any item that is listed on the agenda is requested to
adhere to the following protocol procedures/guidelines:

a) When called upon, the person shall state his /her name and address for the record, and, if speaking for an
organization or other group, identify the organization or group represented. Whenever any group of persons wishes
to address the Historic Preservation Commission on the same subject matter, the Chairperson may, at his /her
discretion, request that the group choose a spokesperson to address the Commission.
b) All remarks should be addressed to the Historic Preservation Commission as a whole, and not to individual
Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in
what manner an answer will be provided.
3. Together the Historic Preservation Commission members, City Staff, and public honor Pomona's important City
meeting values:
a) To speak and to listen to everyone with respect and courtesy; to honor fairness ad our cherished democratic
process.
b) To affirm Pomona's dedication to lead as a Compassionate City.

All items listed on the Consent Calendar may be enacted by a single motion without separate discussion. If a
discussion or a separate vote on any item is desired by a Historic Preservation Commissioner, that item may be
removed from the Consent Calendar and considered separately. All remaining items not removed from the Consent
Calendar by a Historic Preservation Commissioner shall be voted on prior to discussion of the item (s) requested to
be pulled.
1. Approval of Draft Historic Preservation Commission Action Minutes meeting of July
7, 2021.

Project Address: 420 E. Alvarado Street

(MAJCOA 13258-2020) for a residential addition on a property located at 420 E.

Recommendation:
Staff recommends that the Historic Preservation Commission approve Time Extension

Appropriateness (MAJCOA 13258-2020) subject to the conditions of PC Resolution No.

1. Major Certificate of Appropriateness (MAJCOA 9619-2018)
Project Address: 439 W. Orange Grove Avenue
Project Applicant: Paul Peterson

Major Certificate of Appropriateness (MAJCOA 9619-2018) request to allow for a new
residential dwelling with an attached garage within the Hacienda Park Historic District .
Pursuant to the provisions of the California Environmental Quality Act (CEQA Public
Resources Code, Section 21084 et. seq.), this project meets the requirements for a
Categorical Exemption in compliance with Article 19, Section 15303 (Class 3 - New
Construction or Conversion of Small Structures).
Recommendation:
Staff recommends that the Historic Preservation Commission approve Major Certificate
of Appropriateness (MAJCOA 9619-2018) request to allow to allow for a new residential
dwelling with an attached garage, located at 439 W. Orange Grove Avenue in the
Hacienda Park Historic District, subject to findings and conditions of approval.

Council District: CC District No. 2
A request (SHISTORIC 8195-2017) to designate the area known as the Pomona Civic
Center as a local historic district. Pursuant to CEQA Guidelines, this action is not a
project. Section 15060 of the Guidelines exempts actions from CEQA that would not
result in either an indirect or direct impact on the environment and that do not meet the

Section 15378(a) definition of a project.
Recommendation:
Staff recommends that the Historic Preservation Commission adopt the resolution
recommending City Council approve Historic District Designation (SHISTORIC
8195-2017) request for approval of the Pomona Civic Center as a local historic district.
