At this time, the general public is invited to address the Historic Preservation Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Historic Preservation Commission. Comments from the public of any non agenda items will be limited to three (3) minutes in accordance with City policy. 2. Any applicant or member of the public wishing to speak on any item that is listed on the agenda is requested to adhere to the following protocol procedures/guidelines: a) When called upon, the person shall state his /her name and address for the record, and, if speaking for an organization or other group, identify the organization or group represented. Whenever any group of persons wishes to address the Historic Preservation Commission on the same subject matter, the Chairperson may, at his /her discretion, request that the group choose a spokesperson to address the Commission. b) All remarks should be addressed to the Historic Preservation Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. Together the Historic Preservation Commission members, City Staff, and public honor Pomona's important City meeting values: a) To speak and to listen to everyone with respect and courtesy; to honor fairness ad our cherished democratic process. b) To affirm Pomona's dedication to lead as a Compassionate City. CONSENT CALENDAR: All items listed on the Consent Calendar may be enacted by a single motion without separate discussion. Approval of Draft Historic Preservation Commission Action Minutes meetings of August 4, 2021 and September 1, 2021. Attachments: HPC Action Minutes 8-4-2021 HPC Action Minutes 9-1-2021 G. PUBLIC HEARING: 1. Mills Act (MILLS 16175-2021): Project Address: 172 E. Jefferson Avenue Project Applicant: Jesus Adrian Torres Project Planner: Lynda Ramos, Assistant Planner Council District: CC District No. 4 A request for a Mills Act application (MILLS 16175-2021) for a restoration, rehabilitation and preservation plan, which includes a schedule of projects to be completed during the first ten years following execution of a Mills Act Contract, for the property located in the Lincoln Park Historic District. Recommendation: Staff recommends approval of MILLS 16175-2021, Resolution No. 21-015. Park Avenue Project Applicant: Jennifer Tadeo Project Planner: Lynda Ramos, Assistant Planner Council District: CC District No. 6 Major Certificate of Appropriateness (MAJCOA 16333-2021) request to demolish a Colonial Revival single-family structure built in 1905. Pursuant to the provisions of the California Environmental Quality Act (CEQA Public Resources Code, Section 21084 et. seq.), this project could qualify for a Categorical Exemption in compliance with Article 19, Section 15301 (Class 1 - Existing Facilities). If the Commission determine the property is no longer eligible for Landmark Designation and therefore, not historic, staff recommends approving the Certificate of Appropriateness for demolition of the property; or 2. If the Commission determine the property is still eligible for Landmark Designation and therefore, historic, staff recommends and continuing the item in order for an Environmental Impact Report to be prepared to address the significant adverse impacts demolition will have on an historic resource. Park Avenue, subject to findings and conditions of approval. Ft. garage and construction of a 252 Sq. addition into an Accessory Dwelling Unit (ADU). Pursuant to the provisions of the California Environmental Quality Act (CEQA Public Resources Code, Section 21084 et. seq.), this project meets the requirements for a Categorical Exemption in compliance with Article 19, Section 15301 (Class 1 - Existing Facilities). Recommendation: Staff recommends that the Historic Preservation Commission continue this item to the November 3, 2021 Historic Preservation Commission meeting.
