Planning Commission Special Meeting – March 7, 2019
A Special meeting of the Planning Commission was held on Thursday evening, March 7,
2019 at Village Hall Conference Room, 222 Grace Church Street, Port Chester, NY at 6:00 p.m.
with Chairman Anthony Baxter presiding.
Present in addition to Chairman Baxter were Commissioners Coperine, Passarelli, and
Scarola.
Also present was Village Attorney Anthony Cerreto, Planning Director Eric Zamft, and
Assistant Planner Adam Pisarkiewicz.
The meeting opened with a quorum at 6:00 p.m.

After the pledge of allegiance, the first item on the agenda was:
175, 179 North Main Street & 20 Abendroth Avenue
Notice is hereby given that the Planning Commission of the Village of Port
Chester, New York will hold a SPECIAL MEETING on Thursday March 7,
2019 at 6:00 p.m. at the Village Hall 1st Floor Conference Room located at 222
Grace Church Street, Port Chester, New York to review an application submitted
by Anthony Gioffre III of Cuddy & Feder LLP on behalf of Tarry Lighthouse – EJ
Port Realty LLC, on property located at 175, 179 North Main Street & 20
Abendroth Avenue, Port Chester, NY, known and designated as Section 142.23,
Block 2, Lot(s ) 25, 27 and 28 to consider request to: Demolish existing structures
and remove surface parking lot. Construct a new mixed use building with 157
rental apartments, 214 parking spaces and retail.
Chairman Baxter told the Commission the purpose of the Special Meeting (by reading the
notice captioned above).
On the motion of Commissioner Passarelli and seconded by Commissioner Scarola the
meeting was called to order.

Anthony Gioffre Esq. of Cuddy & Feder represented this matter before the Commission.
He began by saying the matter was presented to the Commission on January 28th and since that
meeting the property has transacted and owned by Tarry Lighthouse. The application has not
changed, only the owners. When this matter was before the Commission in January the
Commission could not take any formal action on the application because the Public Sign Notice
had an inaccurate date. All mailings however were sent with the correct date. By law the
applicant can appeal directly to the Zoning Board of Appeals but the local Village Code requires

a recommendation from the Planning Commission and the matter was discussed with Village
Staff and the applicant prefers to get the recommendation from the Commission rather than
going directly to the Zoning Board of Appeals. Notices were sent out noticing this special
meeting as required by law. Nothing has changed and this is more procedural in nature.
An updated rendering was shown to the Commission. It shows the enhancement to the
public parts as well as improvements to the building. The applicant is concurrently working with
the Traffic Commission and DOT and Greenwich.
This matter under the current Zoning Code will require 5 variances

On the motion of Commissioner Scarola and seconded by Commissioner Coperine matter
was referred to the Zoning Board of Appeals for the necessary variances.

Coperine, the application was referred to the Waterfront Commission and the Traffic
Commission
