Resolution adopting a Local Law amending Chapter 62 of the Village Code regarding installation, repair and maintenance of water service. 2. A RESOLUTION ADOPTING A FEE POLICY FOR REVIEW OF BUILDING PERMITS BY OUTSIDE CONSULTANTS At a meeting of the Village Board of the Village of Port Dickinson, held at Village Hall, 786 Chenango Street in said Village on the 14th day of May, 2024, the following resolution was offered and seconded: WHEREAS, the Village Board desires to adopt a policy concerning fees for review of building permits by outside consultants, in accordance with Chapter 26-18 of the Village Code; and WHEREAS, the Village Board believes it is in the best interests of the Village to adopt said policy. NOW, THEREFORE, BE IT RESOLVED that the Village Board hereby adopts said Fee Policy for Review of Building Permits by Outside Consultants; and BE IT FURTHER RESOLVED that this Resolution shall take effect immediately. 3. Resolution adopting LOCAL LAW AMENDING CHAPTER 62 OF THE VILLAGE CODE REGARDING INSTALLATION, REPAIR AND MAINTENANCE OF WATER SERVICE 4. Resolution to approve renewal of the Self-Help Services Agreement between Vacri Construction and the Village of Port Dickinson. 5. Resolution accepting a grant of $23,400 from the Broome County District Attorney for upgraded body camera functionality. 6. Resolution approving the hiring of Chris LoVuolo as a Part-time Police Officer effective 5/15/24 at a salary of $21.00/hr, increasing to $23.00/hr effective 6/1/24. 7. Resolution authorizing the Police Chief and Village Clerk to apply for a $26,349.84 Senate 52 grant for replacement vests, guns, holsters and optics for the Police Dept. NEW BUSINESS/DISCUSSION: ADJOURNMENT  3 VILLAGE OF PORT DICKINSON LOCAL LAW NO. 5 OF 2024 A LOCAL LAW AMENDING CHAPTER 62 OF THE VILLAGE CODE REGARDING INSTALLATION, REPAIR AND MAINTENANCE OF WATER SERVICE Be it enacted by the Board of Trustees of the Village of Port Dickinson as follows: Section 1. Section 62-4E of the Village Code entitled “Installation, repair and maintenance of water service” shall be replaced entirely as follows: E. The property owner may choose to install, at his/her/its own expense, a meter pit at a depth and standard of construction as specified by the Commissioner of Water and Sewer. The service line between the curb box and such meter pit or, if no meter pit is installed, between the curb box and the building, shall be of Type K copper tubing of the required minimum inside diameter. If a meter pit is installed, then the service line between such meter pit and the building shall be of CTS Blu plastic tubing of the required minimum inside diameter. On the inside of the building an approved stop and waste valve shall be installed where the service line enters. The installation of the service line shall be at an elevation of five (5) feet below grade and shall be left exposed until inspected by the Water Operator, Code Enforcement Officer, and/or Village Engineer and, if satisfactory, connection to the main will be completed. Upon completion of grading the curb box shall be at grade for access at all times. All plumbing work shall be done by a duly qualified plumber and all materials and labor for the installation, repair and maintenance shall be at the property owner's expense. Section 2. Separability The provisions of this local law are separable and if any provision, clause, sentence, subsection, word or part thereof is held illegal, invalid, unconstitutional, or inapplicable to any person or circumstance, such illegality, invalidity or unconstitutionality, or inapplicability shall not affect or impair any of the remaining provisions, clauses, sentences, subsections, words, or parts of this local law or their application to other persons or circumstances. It is hereby declared to be the legislative intent that this local law would have been adopted if such illegal, invalid, or unconstitutional provision, clause, sentence, subsection, word or part had not been included therein, and as if such person or circumstance, to which the local law or part thereof is held inapplicable, had been specifically exempt therefrom. Section 3. Repealer All Ordinances, Local Laws and parts thereof inconsistent with the Local Law are hereby repealed. Section 4. Effective Date This local law shall take effect upon filing with the New York Secretary of State in accordance with Section 27 of the Municipal Home Rule Law.  4 VILLAGE OF PORT DICKINSON RESOLUTION APPROVING LOCAL LAW NO. 5-2024 At a meeting of the Village Board of the Village of Port Dickinson, held at Village Hall, 786 Chenango Street in said Village on the 14th day of May, 2024, the following resolution was offered and seconded: WHEREAS, notice was given that the Village Board will hold a public hearing on May 14, 2024 at 6:00 p.m. for Local Law No. 5 of the year 2024 entitled “A LOCAL LAW AMENDING CHAPTER 62 OF THE VILLAGE CODE REGARDING INSTALLATION, REPAIR AND MAINTENANCE OF WATER SERVICE”; and WHEREAS, notice of said public hearing was duly advertised in the official newspaper of the Village, and posted on the Village Clerk’s signboard; and WHEREAS, said public hearing was duly held on the 14th day of May, 2024 at 6:00 p.m. and all parties in attendance were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law or any part thereof; and WHEREAS, pursuant to the State Environmental Quality Review Act (“SEQRA”), it has been determined by the Village Board that adoption of the proposed Local Law constitutes a Type II Action as defined under 6 NYCRR 617.5(26) and (33); and WHEREAS, the Village Board, after due deliberation, finds it in the best interest of the Village to adopt said local law.
