1. Meeting Called to Order
A Special Meeting of the CITY COUNCIL of the City of Port St. Lucie was called to
order by Mayor Oravec on September 16, 2019, at 1:30 p.m., at Port St. Lucie City
Hall, 121 SW Port St. Lucie Boulevard, Port St. Lucie, Florida.

PROCLAMATION - POW/MIA Recognition Day
(Clerk’s Note: This item was added at the meeting by Mayor Oravec.)
Mayor Oravec read the Proclamation aloud and presented it to Mike Kiper, Vietnam
Veteran’s Association, who invited the public to attend POW/MIA Night at Veteran’s
Park on September 20th at 7:00 p.m.

The City Clerk read Resolution 19-R83 aloud by title only.
Kristina Ciuperger, Special Assistant to the City Manager/Chief
Communications Officer/Interim Human Resources Director gave a
presentation. She stated that the purpose was to provide criteria and
direction for the City of Port St. Lucie to use in consideration when
conferring a specific name on a City-owned property/facility.
Ms. Ciuperger stated that the first change referred to the definition of
Naming Rights, which was a mutually beneficial business arrangement
between the City Council and an external entity (individual, for-profit, or
not-for-profit organization), wherein the external entity or organization
provides goods, services, or financial support to the City in return for
access to commercial and/or marketing potential associated with the
public display of the external entity’s name on City of Port St. Lucie
property. Official Name(s)/Naming: the permanent name conferred. The
second change was the Designation Method, which prohibited any
activity on the naming of any City-owned facility eligible for naming prior
to Council authorization. Ms. Ciuperger stated that the naming rights
updated the department title, enabled multiple methods after City
Manager authority and City Council permission to solicit potential
proposers. She explained that there was a new section added to
Military Honors and Organizations which stated that the naming or
placement of any recognition, honor, commemorative work, or
memorial related to a branch of the United States Military,
military-related organization, or unit shall be located within the City of
Port St. Lucie Veterans Memorial Park. Ms. Ciuperger stated that
Section 10 added an exclusion for modest memorials or markers within
City parks or approved properties through the Parks and Recreation
Department, in addition to the Art in Public Places Program.
Ms. Ciuperger stated that staff recommended the proposed revisions to
the Naming Policy for City Facilities and the adoption of the Resolution.
Councilman Carvelli stated that he would like to add a section
recognizing youth from 16-20 years old to promote community
leadership and designate a location. Mayor Oravec inquired as to if
there needed to be a section in the Policy or if Councilman Carvelli
could research an idea and bring a proposal back to the Council, to
which Councilman Carvelli responded that he would research an idea,
but there needed to be a designated location.

Mayor Oravec stated that he was interested in having a Youth Council,
as many other cities had one, to which Councilwoman Caraballo
agreed and stated that she would like to see more educational and
cultural activities for children. Ms. Ciuperger stated that Florida
Government Week was coming up and they were working with the high
schools to offer a shadowing program. Councilwoman Morgan stated
that there was a youth council through the Round Table, to which
Mayor Oravec responded that they may disagree on the obligations
and scope of the board. He asked Councilwoman Morgan to explain
the scope of the leadership, to which Chief Bolduc gave a brief
overview of the Youth Council through the Round Table. It was the
consensus of the Council to direct the City Manager and staff to study
youth council's and youth recognition and report back to the Council.
Councilwoman Morgan stated that she did not agree with the new
language including ‘Shall’, to which the City Manager responded that
Veteran’s Park was planned to expand over time allowing recognition of
different military groups. Mayor Oravec stated that each neighborhood
had something to offer, and that there was a brand-new part of the City
developing out west.
There being no further discussion, Vice Mayor Martin moved to
approve Resolution 19-R83. Councilwoman Caraballo seconded the
motion. The City Clerk restated the motion as follows: for approval of
Resolution 19-R83. The motion passed unanimously by roll call vote.
6. New Business
6.a Consideration for SW Sultan Drive Traffic Calming 2019-656
Application
Councilwoman Caraballo moved to approve Item 6a). Councilman
Carvelli seconded the motion, which passed unanimously by voice
vote. Mayor Oravec requested a history of the Traffic Calming
Programs within the City, along with an access link for residents. Mayor
Oravec also requested that the right-of-way be pinched, and the
planters be maintained, if used, and he would like the asphalt to be
layered and the striping maintained. Vice Mayor Martin requested an
update regarding the traffic concerns on Fairview and an update on the
sidewalk, to which Heath Stocton, Traffic Engineer responded that they
were going to expand the study area over Fairgreen Crossings. Mayor
Oravec inquired as to if the buffer wall was being addressed without
being complaint driven, to which John Dunton, Public Works,
responded that they were addressing many issues and he stated that

the residents contacted him directly.
6.b Review of Policy on Port St. Lucie Beautification / Street Tree 2019-675
Application
John Dunton, Public Works presented the framework of the Port St.
Lucie Beautiful Policy Guidelines. He explained that a propriety
objective was to Create and implement plans for landscape
beautification of roadways, public parks, properties and gateways into
the City, including I-95, Florida’s Turnpike and FPL sub-station. The
City-wide Beautification Policy included conceptual and typical designs
for all City streets with sidewalks, medians, roadway widenings and
entryways.
Vice Mayor Martin stated that she would like the neighborhood parks to
be connected to the surrounding community and suggested installing
sidewalks, to which Mr. Dunton responded that he spoke with the Parks
and Recreation Department. Councilman Carvelli inquired as to how
they would make sure the root systems would not grow underneath the
sidewalks, to which Mr. Dunton responded that there would be a root
barrier. Councilman Carvelli inquired as to if the root barrier would
redirect the roots or stop them, to which Mr. Dunton responded that the
root barrier would redirect the roots. Mayor Oravec stated that he would
like the Policy to require tighter spacing when a smaller tree is used.
Councilman Carvelli stated that Dahoon Hollies were wet-root trees, to
which Mr. Dunton responded that they were most likely looking at
Colored Crape Myrtles. Mr. Dunton stated that all roadway projects
would include conduit for any future improvements. Councilman
Carvelli inquired as to if they would be using bamboo, to which Mr.
Dunton responded in the negative.
Mr. Dunton presented the estimated costs, and stated that they
removed the irrigation component, as the capital for outlay was very
expensive. He explained that they would wrap bags around the trees
and fill them with water weekly. Mayor Oravec inquired as to the unit
price for an irrigation bag, to which Mr. Dunton responded that the
irrigation bags were $37.50, and they were reusable.
Councilman Carvelli requested that the PowerPoint slides showed last
year’s rate and this year’s rate, along with the difference. He explained
that it was hard for the residents to understand the information. Mayor
Oravec stated that the Communications Department was working on an
annual piece, which would be included with the TRIM Notice and Tax

Bill. He requested that the TRIM Notice be included in the PowerPoint
showing the difference.
