Regular Meeting
March 2, 2021
The meeting was called to order by Mayor Lynch at 6:32 PM.
Pledge of Allegiance.
Members Present: Councilpersons Scott Williams, Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Pat
Clem, Brian Gulley, Collin Czilli, Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney
Dan Whitten.
Minutes: Councilperson Czilli made a motion to approve the February 2, 2021 minutes; Councilperson Podgorski
seconded the motion. Mayor Lynch requested input from the Council. Motion passed.

Communication, Correspondence and Announcements from the Mayor:
Swearing in of new officers.
Clerk-Treasurer’s Report:
Clerk-Treasurer Rivas reported that the City ended the year with a balance of $2,050,046.12 in the General Fund
–pending bank reconciliation adjustments and was able to repay any outstanding temporary loans. In 2019, the
General Fund ended the year with $11,906.24 and had outstanding temporary loans totaling $2,647,255.44. In
December, the City received the remaining allotment of Cares funds in the amount of $1,181,303.25. The general
fund also received $1,665,865.20 in bond proceeds from the 2020 GO Bond that refunded prior capital purchases
and received $4,911,906.14 from the December Settlement. The general fund repaid outstanding TAW’s to the
IBB in the amount of $4,241,262.29. The ending balance also reflects dormant fund transfers in the amount of
$1,570,980.68. December’s beginning balance was ($1,717,445.23).
Reports of City Officials:
Superintendent Reeder, Assistant Superintendent Godby, Chief Candiano, Chief Wilkening, Superintendent
Wilkie, Harbormaster Lusco, Community Development Director Monroe, Superintendent Slawnikowski and
Superintendent Komenda Superintendent Reeder provided staff reports to the Council.
Reports from Standing Committees:
Councilperson Williams reported the Ordinance Committee is currently working on revisions to the Ambulance
Fee, Fireworks, Golf Cart, and Tag Day/Solicitation. They will be provided to the Council in April for
consideration. Revisions to the Gross Weight Restriction Ordinance is also being worked on, but more information
is being gathered.

New Business:
Councilperson Podgorski read Resolution #21-02, a Resolution Updating the Multi-Hazard Mitigation Plan in its
entirety. Councilperson Czilli made a motion to adopt Resolution #21-02; Councilperson Clem seconded the
motion. Mayor Lynch requested input from the Council. Motion passed.

Introduction of Ordinances:
Councilperson Gulley read Ordinance #21-01, entitled Golf Cart Impoundment in its entirety. Councilperson
Gulley made a motion to suspend the rules; Councilperson Czilli seconded the motion. Mayor Lynch requested
input from the Council. Motion passed.

Councilperson Czilli made a motion to adopt Ordinance #21-01; Councilperson Podgorski seconded the motion.
Mayor Lynch requested input from the Council. Motion passed.

Adjournment: There being no further business to come before the Council, Mayor Lynch entertained a motion
to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Alvarez seconded the motion. Motion
passed. Mayor Lynch adjourned the meeting at 8:19 PM.
