Regular Meeting
October 5, 2021
The meeting was called to order by Mayor Lynch at 6:30 PM.
Invocation.
Pledge of Allegiance.
Members Present : Councilpersons Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Brian Gulley,
Councilperson Czilli, and Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney
Dan Whitten.
Minutes : Councilperson Czilli made a motion to approve the September 7, 2021, minutes; Councilperson
Alvarez seconded the motion. Mayor Lynch requested input from the Council. Motion passed.

Communication, Correspondence and Announcements from the Mayor:
Clerk-Treasurer ’s Report:
Reports from Standing Committees:
Councilperson Podgorski extended condolences from the Council to Councilperson Williams who had a
death in the family. Councilperson Gulley reported that the Redistricting Committee met but there isn’t
much they need to do at this time with precincts.
Reports of City Officials:
Park Superintendent Lori Wilkie, Chief Candiano, Chief Wilkening, Superintendent Reeder, and
Community Development Director AJ Monroe reported on departmental activities.

None.
New Business:
Resolution #21-19, a Temporary Loan Resolution
Councilperson Podgorski read Resolution #21-19 in its entirety. Councilperson Czilli made a motion to
adopt Resolution #21-19; Councilperson Podgorski seconded the motion. Mayor Lynch requested input
from the Council. Motion passed.

Councilperson Giese-Hurst read Ordinance #21-18, R2 to C1 – 6441 Melton Road, South 73’ of Lot in its
entirety.
Councilperson Giese-Hurst read Ordinance #21-19, DSP Crossroads Planned Development in its entirety.
Councilperson Gulley read Ordinance #21-20, OC to R2, 6135 Lute Road and Parcel 64-05-24-326-001.000-
016 and Parcel 64-05-24-326-007.000-016 in its entirety.
Councilperson Podgorski read Ordinance #21-21, an Ordinance Amending Retiree Health Insurance in its
entirety.
Councilperson Alvarez read Ordinance #21-24, an Ordinance Amending Vacation Time Policy in its
entirety.
Public Hearing
Councilperson Gulley read the 2022 Budget Notice to Taxpayers (Form 3) in its entirety. Mayor Lynch
opened the hearing for public comment. Hearing no comments from the public, Mayor Lynch closed the
public hearing.
Reception of Petitions , Remonstrances and Public Input :
Ashley Dietz addressed the Council regarding ARP Hazard pay payments.

Adjournment : There being no further business to come before the Council, Mayor Lynch entertained a
motion to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Gulley seconded the
motion. Mayor Lynch requested a roll call vote. Motion passed.

Mayor Lynch adjourned the meeting at 7:20 PM.
