City of Portage Common Council Special Meeting October 19, 2021 The meeting was called to order by Mayor Lynch at 6:33 PM. Invocation. Pledge of Allegiance. Members Present : Councilpersons Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Scott Williams, Brian Gulley, Councilperson Czilli, and Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney Dan Whitten. Communication, Correspondence and Announcements from the Mayor: None. Clerk-Treasurer ’s Report: None. Unfinished Business : None. New Business: Covid-19 Policy Attorney Whitten explained the policy to the Council and what information he has gathered from other local units; Councilperson Gulley made a motion to adopt the policy; Councilperson Czilli seconded the motion. Mayor Lynch requested input from the Council. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays Introduction of Ordinances: First Reading Ordinance #21-22, 2022 Budget Councilperson Podgorski explained it was difficult to put the budget together this year. Unfortunately, cuts had to be made and that there is only so much money available. Councilperson Williams made a motion to table Ordinance #21-22 until the next special meeting which will be held on October 27th at 6:30pm at Woodland Park; Councilperson Czilli seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes 0-nays Councilperson Czilli asked Attorney Whitten if that was sufficient notice for the meeting. Attorney Whitten agreed that the motion would serve as sufficient notice. Second Reading Councilperson Czilli read Ordinance #21-18, R2 to C1 – 6441 Melton Road, South 73’ of Lot in its entirety. Councilperson Czilli made a motion to adopt Ordinance #21-18; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes 0-nays ORD#21-1 8 Reception of Petitions , Remonstrances and Public Input : Any Matters not Already Considered by the Council: Adjournment : There being no further business to come before the Council, Mayor Lynch entertained a motion to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Williams seconded the motion. Mayor Lynch requested a roll call vote.
