City of Portage Common Council Special Meeting October 27, 2021 The meeting was called to order by Mayor Lynch at 6:32 PM. Invocation. Pledge of Allegiance. Members Present: Councilpersons Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Scott Williams, Brian Gulley, Councilperson Czilli, and Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney Dan Whitten. Communication, Correspondence and Announcements from the Mayor: None. Clerk-Treasurer’s Report: None. Unfinished Business: Ordinance #21-22, 2022 Budget Councilperson Podgorski read Ordinance #21-22, 2022 Budget (Form 4) in its entirety. Councilperson Czilli made a motion to adopt Ordinance #21-22; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes 0-nays ORD #21-22 Councilperson Czilli presented a Power Point Presentation on the 2022 Budget. Further discussion took place amongst the Council, Clerk-Treasurer, and Mayor. New Business: None. Introduction of Ordinances: First Reading Ordinance #21-23, 2022 Salary Ordinance Councilperson Williams read Ordinance #21-23 in its entirety. Councilperson Williams made a motion to suspend the rules; Councilperson Czilli seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes 0-nays Councilperson Czilli made a motion to adopt Ordinance #21-23, Councilperson Podgorski seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes 0-nays ORD #21-23 Reception of Petitions, Remonstrances and Public Input: Any Matters not Already Considered by the Council: Adjournment: There being no further business to come before the Council, Mayor Lynch entertained a motion to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Williams seconded the motion. Mayor Lynch requested a roll call vote.
