City of Portage Common Council Regular Meeting November 2, 2021 The meeting was called to order by Mayor Lynch at 6:30 PM. Invocation. Pledge of Allegiance. Members Present: Councilpersons Ferdinand Alvarez, Debbie Podgorski, Gina Giese-Hurst, Scott Williams, Brian Gulley, Councilperson Czilli, and Mayor Sue Lynch. Also present was Clerk-Treasurer Nina Rivas and Attorney Dan Whitten. Minutes: Councilperson Czilli made a motion to approve the October 5, 2021, October 19, 2021, and October 26, 2021 minutes; Councilperson Williams seconded the motion. Mayor Lynch requested input from the Council. Motion passed. 6-yes 0-nays Communication, Correspondence and Announcements from the Mayor: Swearing in of two new police officers. Mayor Lynch introduced two proclamations. Councilperson Williams read the proclamation recognizing “Small Business Saturday”. Councilperson Giese-Hurst read recognizing Pulmonary Hypertension Awareness month. Clerk-Treasurer’s Report: Clerk-Treasurer Rivas stated monthly finance reports will be uploaded to Dropbox after the close of the month for review. Reports from Standing Committees: Councilperson Williams reported the Ordinance Committee plans to amend the current ordinance regarding the Sidewalk Repair Program as in December. The Mobile Food Vendor and Contractor Utility Billing Ordinances are still under consideration. Councilperson Podgorski stated the 2022 budget was adopted last week and had nothing further to report. Reports of City Officials: Community Development Director AJ Monroe, Fire Chief Wilkening, Police Chief Candiano, Harbormaster Barb Lusco and Superintendent Reeder reported on departmental activities. Unfinished Business: None. New Business: Introduction to the City of Portage ARP Plan Councilperson Podgorski read the ARP Plan in its entirety. Council person Podgorski made a motion to adopt the plan; Councilperson Czilli seconded the motion. Mayor Lynch requested input from the Council. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays Introduction of Ordinances: First Reading Councilperson Williams read Ordinance #21-14, 2021 Salary Ordinance Amendment in its entirety. Councilperson Czilli made a motion to suspend the rules; Councilperson Williams seconded the motion. Mayor Lynch requested a roll call vote. Motion passed. 6-yes – 0-nays Councilperson Czilli made a motion to adopt Ordinance #21-14; Councilperson Podgorski seconded the motion. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays ORD #21-14 (Amended) Second Reading Councilperson Alvarez read Ordinance #21-19, DSP Crossroads Planned Development in its entirety. Councilperson Alvarez made a motion to adopt Ordinance #21-18; Councilperson Czilli seconded the motion. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays ORD #21-19 CITY COUNCIL MEETING November 2, 2021 PAGE 2 Councilperson Czilli read Ordinance #21-20, OC to R2, 6135 Lute Road and Parcel 64-05-24-326-001.000-016 in its entirety. Councilperson Czilli made a motion to adopt Ordinance #21-19; Councilperson Podgorski seconded the motion. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays ORD #21-20 Councilperson Czilli read Ordinance #21-21, an Ordinance Amending Retiree Health Insurance in its entirety. Councilperson Czilli made a motion to adopt Ordinance #21-21; Councilperson Williams seconded the motion. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays ORD #21-21 Councilperson Alvarez read Ordinance #21-24, an Ordinance Amending Vacation Time Policy in its entirety. Councilperson Alvarez made a motion to adopt Ordinance #21-24; Councilperson Czilli seconded the motion. Mayor Lynch requested a roll call vote. Motion passed. 6-yes 0-nays ORD #21-24 Reception of Petitions, Remonstrances and Public Input: Resident Linda Rollins addressed the Council pleading for help regarding prescription drugs, chronic pain patients, and addiction. Residents from Monnier Court addressed the Council regarding Monnier Court inquiring how the city can take ownership of the road. Attorney Whitten explained the issue has been turned over to the Stormwater Board and their Engineer. He recommended that they attend the Stormwater Management Board meeting on Thursday, November 4, 2021. A resident (Sheila) living on Stone Avenue addressed the Council regarding a sewer issue stemming from the closure of a sinkhole. Attorney Whitten offered to discuss and research the issue with the Stormwater Management Board. Any Matters not Already Considered by the Council: Adjournment: There being no further business to come before the Council, Mayor Lynch entertained a motion to adjourn. Councilperson Czilli made a motion to adjourn; Councilperson Podgorski seconded the motion. Mayor Lynch requested a roll call vote.
