Minutes of the Regular Monthly Meeting
BOARD OF PARKS AND RECREATION
City of Portage, IN
October 21st, 2019

A. Call to Order and Roll Call
The regular scheduled monthly board meeting of the Board of Parks and Recreation of the City of Portage,
Indiana was called to order by Board President Veach at 5:31PM at the Woodland Park Community Center.
Board members Veach, Maletta, Ciesielski, Warchus and Lee were present. Assistant Superintendent
Wilkie, Stacy Govea, and Carley Bartolini were in attendance. Park Board attorney Molina was not present.
B. Minutes - The Board proceeded to review the minutes of the Regular Board meeting of the Park Board
meeting of September 16th, 2019. Member Maletta made a motion to accept the minutes, a second was
made by Member Warchus. There being no further discussion, the motion carried unanimously by roll
call.
C. Financial Report – Board reviewed the Appropriation report for September 2019. Member Maletta
made a motion to approve of the reports with a second from Member Ciesielski. There being no further
discussion, motion passed unanimously through roll call.
D. Vouchers - The Board proceeded to review the vouchers as listed on the official Register of Accounts
Payable Vouchers for September 2019. Member Warchus moved for the Board to approve and pay the
said vouchers, as listed, written, and submitted. The second was by Member Maletta. There being no
further discussion, the motion carried unanimously by roll call.
E. Contracts – Assistant Superintendent Wilkie presented the rental register of contracts for
September/October 2019. Member Maletta made a motion to approve the contracts as submitted with
a second from Member Warchus. Motion passed unanimously through roll call. Assistant Superintendent
Wilkie presented the personal services register of contracts for September/October 2019. Member
Warchus made a motion to approve the contracts as submitted with a second from Member Lee. Motion
passed unanimously through roll call.

H. Public Presentation and Correspondence – NONE
I. Unfinished Business – NONE
J. New Business
a. Assistant Superintendent Wilkie presented the only quote received by Superintendent Orsburn for LED
Lighting for Imagination Glen remodel project. Circle “R” Electric Inc. submitted a quote in the amount of
$12,025.00. Member Maletta made a motion to approve the quote from Circle “R” Electric with a second
made by Member Warchus. Motion passed unanimously through roll call.
b. Letter from Mayor Cannon and Amended 2019 Salary Ordinance: The Park Board received a letter
from Mayor Cannon requesting a pay increase for Assistant Superintendent Wilkie for covering the duties

of Superintendent Orsburn through the end of the current year. An amended Salary ordinance was
presented to reflect that request. Member Ciesielski made a Motion to approve the amended 2019 Salary
Ordinance and a second by Member Maletta. Motion passed unanimously through roll call.
K. Department Staff Remarks –Assistant Superintendent Wilkie provided an update.
L. Any other matters and Public Comments –
a. Brian Mosely of Colin’s Chance to Conquer attended the meeting to request a rental fee discount for
the 6th Annual Colin’s Chance to Conquer Memorial Ride taking place on June 20, 2020. They wish to rent
the Oakwood Hall or the Open Air Pavilion to stage this event. Motion was made by member Maletta to
grant a 50% discount from the nonresident rate, as was done last year. The second was made by member
Warchus. Motion passed unanimously through roll call.
b. Terry Hardin attended the meeting on behalf of the Regional Performing Arts Company. They have
reserved the Oakwood Hall for a nonprofit theater performance for the dates of December 9th through
December 15th. They are requesting some kind of a discount and would like the Parks department to offer
concessions. Motion was made to offer Oakwood Hall free of charge for Monday through Thursday and
to grant a 50% discount from the regular rental rate for Friday, Saturday and Sunday by Member Maletta
and a second by Member Lee. Motion passed unanimously through roll call.
c. Member Maletta wanted to publically thank Superintendent Jenny Orsburn for her time and service.
“She transformed this park system, and she did a phenomenal job in the seven and a half years or so that
she served, through a lot of adversity and budget cuts. I just want to say thank you for all of her hard
work.”
d. Member Warchus asked for an update on the ice skating rink at the Open Air Pavilion at the next
meeting.
M. Next Meeting: Monday, November 18th, 2019 at 5:30pm.
N. Adjournment There being no further items of business, meeting adjourned at 6:30PM. Member
Ciesielski made a motion with a second from Member Warchus, motion passed unanimously through roll
call.
