Authorize Replacement of City Hall Fire Alarm Sensor Duct Detectors Re: Consider adopting a resolution appropriating funds from the General Fund Facility Deferred Maintenance/Equipment Replacement Designated Fund for the replacement of the City Hall fire alarm sensor duct detectors by Jorgensen Company, in an amount not to exceed $15,579.44, including a ten percent (10%) contingency. 2. Authorization to Repair the Westwood Estates Perimeter Wall Re: Consideration of authorizing the repair of the Westwood Estates perimeter wall near the intersection of Westwood Street and Morton Avenue, by Advanced Engineering USA for an amount not to exceed $8,580, including a ten percent contingency. 3. Annual Renewal of Vector Solutions Scheduling Software Re: Consideration of the annual renewal of the Vector Solutions Scheduling software subscription with TargetSolutions Learning LLC in the amount of $5,946.60. 4. Award of Contract for the Pedestrian Crossings with Rapid Flashing Beacons Project Re: Council to consider awarding the Pedestrian Crossings with Rapid Flashing Beacons Project to Anderson Striping & Construction, Inc. in the amount of $442,401.38 and approve the associated Measure R reimbursement agreement. 5. Authorization to Award the Contract for the Veterans Park Parking Lot Repaving Project Re: Consideration of adopting a Resolution appropriating funds from the General Fund Reserve Deferred Maintenance Fund and awarding the contract for the Veterans Park Parking Lot Repaving Project to Central Valley Asphalt in an amount not to exceed $107,962, including a ten percent contingency. 6. Intent to Schedule a Public Hearing for the 2025-2026 Consolidated Annual Performance Evaluation Report (CAPER) City Council Agenda August 4, 2026 Page 3 of 6 Re: Consideration to notice and schedule a public hearing for September 1, 2026, to receive public comment and consider approval of the 2025-2026 Consolidated Annual Performance Evaluation Report (CAPER), and authorize publication of the required public notice. 7. Intent to Schedule a Public Hearing for a Conditional Use Permit at 1200 South Main Street Re: Consideration to notice and schedule a Public Hearing for August 18, 2026, to receive public comment and consider a request for a Conditional Use Permit (PRC No. 2026-013) to reopen the former Harley's Tavern as Dead End Saloon at 1200 South Main Street, including the related environmental determination. 8. Approval of a Professional Services Agreement with MGT Impact Solutions, LLC for State Mandated Cost Reimbursement (SB 90) Services Re: Consideration of approving a three-year Professional Services Agreement with MGT Impact Solutions, LLC in an amount not to exceed $13,950 to provide State Mandated Cost Reimbursement (SB 90) services. 9. Approval of an Agreement with Spectrum Business for Network Connectivity Services Supporting the Police Radio System Upgrade Project Re: Consideration of approving a thirty-six (36) month agreement with Spectrum Business to provide network connectivity services supporting the Police Radio System Upgrade Project. 10. Authorization to Utilize Funds for the Public Works Conference Room, Warehouse, and Breakroom Improvement Project Re: Consideration of authorizing the expenditure of an amount not to exceed $30,000 from the Fiscal Year 2026-2027 Water Operating Fund Budget for the Public Works Conference Room, warehouse, and breakroom Improvement Project located at 555 N. Prospect, Porterville, CA 93257. 11. Approval of a Sixty-Month Lease with Quadient and Maintenance Agreement with JMP Office Technologies for Mail Processing Equipment Re: Consideration of approving a sixty-month lease agreement with Quadient and a maintenance agreement with JMP Office Technologies in the amount of $40,019.40, plus applicable taxes, for replacement mail processing and folder inserter equipment. 12. Acceptance of Preliminary Quarterly Financial Status Reports – June 30, 2026 Re: Acceptance of the Preliminary Quarterly Financial Status Reports for the period ending June 30, 2026. 13. Acceptance of the Quarterly Investment Portfolio Summary Re: Consideration of acceptance of the Quarterly Investment Portfolio Summary for the quarter ended June 30, 2026. 14. Amendment to Employee Pay and Benefit Plan – Unrepresented Management Employees Re: Consideration to adopt a Resolution approving amendments to the Employee Pay and Benefit Plan for Unrepresented Management Employees for the period of July 1, 2026, through June 30, 2028, and authorize the Administrative Services Director to implement the approved compensation and benefit changes. Program Supplement No. B059 to the Administering Agency-State Agreement for the Non-Infrastructure Component of the Tule River Tribe Complete Streets and Two Pedestrian Bridges Project Re: Consideration of adopting a resolution authorizing the execution of Program Supplement No. B059 to the Administering Agency-State Agreement for State-Funded Projects No. 06-5122S21 for the Tule River Tribe Complete Streets and Two Pedestrian Bridges Project. Public Hearing and First Reading of an Ordinance Amending Chapter 2, Article IV of the Porterville Municipal Code Relating to the Code Enforcement Section Re: Council to conduct a public hearing to receive public comment and consider the first reading of an ordinance amending Chapter 2, Article IV of the Porterville Municipal Code relating to the organization and administration of the Code Enforcement Section 18. Public Hearing and First Reading of an Ordinance Amending Chapter 15 of the Porterville Municipal Code Relating to the Administrative Transfer of Business License Functions Re: Council to conduct a public hearing to receive public comment and consider the first reading of an ordinance amending Chapter 15 of the Porterville Municipal Code relating to the administration of the Business License Division. SCHEDULED MATTERS 19. Award of Contract for the Pavement Preservation Project Re: Consideration of awarding the Pavement Preservation Project to VSS International in the amount of $989,120; authorizing a ten percent construction contingency and an additional ten percent for construction management, construction surveying, quality assurance, materials testing, and inspection services; and appropriating an additional $86,944 in Measure R Local Funds.
