Call to Order, Pledges of Allegiance 2. Roll Call 3. Citizen Comments: Citizens wishing to address the City Council must sign-in prior to the beginning of the meeting. Three (3) minutes are allowed per speaker on any item related to the City, including items listed on the agenda. Please note: The Texas Open Meetings Act prohibits council members from responding to the speaker regarding items not listed on the agenda. 4. Read and take action to adopt Resolution 2021-11-16 – Mayor Novak 5. Administer Oath of Office to newly elected City Council Member Billy McMahan 6. Discuss and take action regarding Council appointment of Mayor Novak’s recommendation to open Council seat 7. Administer Oath of Office to appointed Council Member (if applicable) 8. Discuss and take action on City’s 2021 Holiday Yard Decorating Contest 9. Council requests for December agenda 10.
