City Council Meeting was called to order by Mayor Kring on Thursday, September 16, 2021
Roll Call: Present: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member
Potter, Member Smalley and Member Rogers.
Absent: Member Pulda
Approval of Agenda: Motion by Deputy Mayor Lenneman and Supported by Member Potter.
Vote: Ayes: 6. Nays: None. Motion Carried (6-0).
Approval of Minutes: Motion by Member Smalley to approve August 19, 2021 minutes.
Supported by Member Rogers. Vote: Ayes: 6. Nays: None. Motion Carried (6-0).
Approval of Bills: Motion by Deputy Mayor Lenneman to approve payment of General Bills in
the amount of $48,830.56. Supported by Member Smalley. Roll Call Vote: Mayor Kring,
Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Smalley and Member
Rogers. Nays: None. Motion Carried (6-0).
Approval of Bank Reconciliations: Motion by Member Nichols to approve August 2021
accounts for General, Tax and Payroll. Supported by Deputy Mayor Lenneman. Roll Call Vote:
Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Smalley and
Member Rogers. Nays: None. Motion Carried (6-0).
City Manager’s Report: Manager’s report is in September 16, 2021 Council packet. No
comments.
Public Comment on Agenda Items: No Comments.
Commission/Committee Reports: No Comments.
Department Reports: Member Potter and Member Smalley recognized DPW for ongoing care
of parks and the City during water issues.
New Business:
Public Hearing: Mayor Kring Opened the public hearing for Adopting and Enacting a new
Code of Ordinances. No Comments. Mayor Kring closed Public Hearing.
Resolution No. 21-0916-16 Adopting and Enacting a new Code of Ordinances. Motion by
Mayor Kring. Supported by Member Potter. Roll Call Vote: Mayor Kring, Deputy Mayor
Lenneman, Member Nichols, Member Potter, Member Smalley and Member Rogers. Nays:
None. Motion Carried (6-0).

TIFA Vacant Seat Appointment: Motion by Member Potter to appoint Ronald Norman to
TIFA board. Supported by Member Smalley. Vote: Ayes: 6. Nays: None. Motion Carried (6-
0).
Asphalt Repair Contractor Bids: Motion by Member Nichols to accept Capital Asphalt at
$17,785.00 and to have City manager proceed. Supported by Member Rogers: Roll Call Vote:
Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Smalley and
Member Rogers. Nays: None. Motion Carried (6-0).
Resolution No. 21-0916-17 Ownership, Maintenance and Operation of Lansing Road
Sidewalk and Adoption of Intergovernmental Agreement: Motion by Mayor Kring and
Supported by Deputy Mayor Lenneman. Roll Call Vote: Mayor Kring, Deputy Mayor
Lenneman, Member Nichols, Member Potter, Member Smalley and Member Rogers. Nays:
None. Motion Carried (6-0).
Public Comment on Non-Agenda Items: Ronald Norman of 502 E Main Street shared his
concern of crosswalks that are not properly marked for pedestrians. City Manager will follow up
with getting them painted where needed. Mr. Norman would also like to see more speed control
on the city streets. Mr. Norman suggested lights at the basketball courts as well.
Communications from Mayor and Council: Member Potter thanked all the departments for the
hard work on Code of Ordinances and suggested portable speed bumps. Deputy Mayor
Lenneman suggested a friendly reminder on Facebook regarding speed. Member Rogers shared
that he would like to deal with issues -one on one and not on social media.

Excuse Absent Members: Motion made by Member Smalley to excuse Member Pulda and
supported by Member Nichols. Vote: Ayes: 6. Nays: None. Motion Carried (6-0).
