Nelson St.  PO Box 488  Potterville, MI 48876  Phone: (517) 645-7641 Fax: (517) 645-7810  www.pottervillemi.org The regular City Council Meeting was called to order at 319 N Nelson Street, Potterville, by Mayor Kring on Thursday, March 17, at 7:00 pm and the Pledge of Allegiance was recited. Roll Call: Present: Mayor Kring, Deputy Mayor Lenneman, Member Nichols, Member Potter, Member Pulda and Member Smalley Absent: Member Rogers Approval of Agenda: Motion by Member Nichols. Supported by Member Potter. Vote: Ayes: 6. Nays: 0. Motion Carried (6-0). Approval of Minutes: Motion to approve February 23, 2022, minutes by Member Potter. Supported by Deputy Mayor Lenneman. Vote: Ayes: 6. Nays: 0. Motion Carried (6-0). Approval of Bills: Motion by Deputy Mayor Lenneman to approve payment of General Bills in the amount of $66,716.23. Supported by Member Potter. Roll Call Vote: Unanimous. Motion Carried (6-0). Approval of Bank Reconciliations: Motion by Member Smalley to approve February 2022 accounts for General, Tax and Payroll. Supported by Member Nichols. Roll Call Vote: Unanimous. Motion Carried (6-0). City Manager’s Report: Manager’s report is in the March 17, 2022, Council packet. Member Smalley asked about the status of the Vermontville Street lights repair. Discussion on resolution to address the broken cement flowerpot on Main Street. Public Comment on Agenda Items: None Commission/Committee Reports: None Department Reports: Director DPW shared the City Manager, himself and the Engineer had a virtual meeting regarding the proposed City Well. It will be completed in phases. Possible partial funding could be from a grant. Deputy Mayor Lenneman questioned whose responsibility was it to turn of the flashing traffic school light on at M-100 and Main Street. The City Manager will investigate whose responsibility it is. Member Nichols inquired if we have a definitive plan for the well yet? Director Stanley responded that the engineers are developing the preliminary plan now. Mayor Deputy Lenneman asked about the access road at Sunset Hills Park if it needs paved. New Business: Cambria Ridge Site Condominium – Preliminary Plan Review, 23-700-023-400-051-05 Westview Capital, LLC. Motion to approve by Mayor Kring. Supported by Member Nichols. Motion to adopt by Mayor Kring. Supported by Member Potter. Roll Call Vote: Unanimous. Motion Carried (6-0). Resolution No. 22-0317-04 - New Water and Wastewater Utility Fee Rates. Motion to adopt by Mayor Kring. Supported by Deputy Mayor Lenneman. Roll Call Vote: Ayes: Deputy Mayor Lenneman, Member Nichols, Member Potter and Member Pulda. Nays: Mayor Kring and Member Smalley. Motion Carried (4-2). Resolution No. 22-0317-05 – Michigan Department of Transportation Contract No. 22-5081. Motion to adopt by Mayor Kring. Supported by Member Smalley. Roll Call Vote: Unanimous. Motion Carried (6-0). Resolution No. 22-0317-06 - DNR Recreation Passport Grant Application RP22-0031. Motion to adopt by Mayor Kring. Supported by Member Smalley. Roll Call Vote: Unanimous. Motion Carried (6-0). Public Comment on Non-Agenda Items: Linda Amey shared about The Homeowner Assistance Fund which is to assist people with hardships by providing funds to prevent homeowner mortgage delinquencies, defaults, foreclosure, loss of utilities or home energy services and displacements of homeowners experiencing financial hardship. Communications from Mayor and Council: None City Manager PTO: Motion by Mayor Kring to grant City Manager PTO for the week of March 28 – April 1st. Supported by Member Nichols. Ayes: 6. Nays: None. Motion Carried (6-0). Next Meeting: April 21, 2022 Excuse Absent Member: Motion by Member Nichols to excuse Member Rogers and supported by Member Pulda. Ayes: 6. Nays: None. Motion Carried (6-0).
