All agenda items are subject to action. The City Council Reserves the right to meet in closed session on any agenda item should the need arise and if applicable, pursuant to Chapter 551 of the Texas Government Code. ____________________________________________________________________________ AGENDA Call to Order Roll Call/Certification of Quorum Invocation and Pledge Presentation:  Thank you for 40 years of Service to the City of Prairie View (Mayor Allen)  School Lockdown – Active Shooter (City Secretary)  Swearing in of Officer Rodney Gray (Mayor Allen) Citizens Comments: Citizens must sign-in with the City Secretary before the meeting to address City Council. Limit your comments to three (3) minutes. City Council will listen to the comments, but cannot discuss or respond to the comments during the meeting. The matter may be referred to a department head, Mayor or City Council may direct that the matter be placed on the next regular City Council Agenda. If a written response is desired from the City, please request in writing. Regular Agenda and adoption of resolutions and ordinances 1. Discuss and take action on the approval of City Council meeting minutes dated September 9, 2019. 2. Discuss and take action on City of Prairie View Holiday Schedule and adding Fri. Dec. 27th, 2019 & Fri. Jan. 3rd, 2020 as days the City will be closed. (Mayor Allen) 3. City of Prairie View 2018-2019 Budget. CONSIDER AN ORDINANCE APPROVING AND ADOPTING THE CITY OF PRAIRIE VIEW, TEXAS, GENERAL BUDGET FOR THE YEAR 2019-2020; MAKING APPROPRIATIONS FOR THE CITY FOR SUCH YEAR AS REFLECTED IN SAID BUDGET; ESTABLISHING THE PROCEDURE FOR INTRA-BUDGET TRANSFERS; AND CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT. (JJ Johnson) (Roll Call Vote) 1 4. Discuss and take action on City Council budgeting (setting aside) $200,000.00 to purchase land for an unspecified purpose? (Mayor Allen) 5. Discuss, consider financial statements received from bookkeeper. (C Rowland) 6. Discuss and take action on the job description and roles of City Treasurer and the financial consultant JJ Johnson’s contract for services in reference to responsibility of records and fiduciary responsibility with Prairie View City Council. (CC Rowland) City Council Reports Pursuant to Texas Government Code § 551.0415, City Council Members, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. "Items of community interest" includes: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutary recognition of a public official, public employee, or other citizen, except that a discussion regarding a change in the status of a person's public office or public employment is not an honorary or salutary recognition for purposes of this subdivision; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the political subdivision; and (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda. Discuss and take action on Ordinance 2019-0923-001, amending the Prairie View Code of Ordinances, Chapter 1, Article 1.500 City Council Rules of Procedure, Providing for a Finance Committee. Discuss and take action on Ordinance 2019-0923-002, amending the Prairie View Code of Ordinances, Chapter 1, Article 1.500 City Council Rules of Procedures regarding Departmental Reports, Public Comments, Finance Committee and general changes to Council procedures. (City Attorney & CC Jones) 9. Discuss and take action on the Planning and Zoning Fee Schedule, Ordinance: 20190923003 (City Attorney) 10. Discuss and take action on listing property located at Echols @ University Drive and Clark @ Thompson for sale. To potentially assist with any payments toward sewage debt with PVAMU, add to City tax rolls and eliminate Public Works maintenance costs. (Mayor Allen) 11. Discuss and take action on Ordinance for house parties. (CC Williams) 12. Discuss and take action on last two months of project activity reports from Bureau Veritas. (CC Jones) 13. Discuss and take action on application for Community Engagement Board. (CC Wallace) 14. Discuss and take action on 30 day written reports from Trilogy Engineering, Building Inspector- Bureau Veritas and USW review documents for compliance on Panther Hill Apartments, The Gates at Prairie View and Campus Edge Apartments (CC Rowland) New Business (Future Agenda Items) • Requests by Mayor and Councilmembers that items are placed on a future City Council agenda.
