PRAIRIE VIEW ECONOMIC DEVELOPMENT CORPORATION 4-B Amended Notice of Special Board Meeting & ANNUAL MEETING OF THE PVEDC Tuesday, September 24, 2019; 5:00 p.m. Prairie View City Hall; City Council Chambers 44500 U.S. Business Highway 290 Prairie View, Texas 77446 1. Call to Order 2. Certification of Quorum 3. Invocation 4. Citizens Forum- at this time, citizens will be able to speak for a length of time not to exceed five minutes. Thirty minutes total has been allocated for this section. Pursuant to Section 551.042 of the Texas Open Meetings Act, any deliberation or decisions about the subject inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting. 5. Discuss and take action on approving previous PVEDC 4B meeting minutes. 6. Discuss and take action on approving the PVEDC 4B Treasurer's Report. 7. Recognition of local businesses and business owners (Director Brown). Public Testimony- pursuant to Texas Local Government Code Section 551.007(b), a government body shall allow each member of the public who desires to address the body regarding an item on an agenda for an open meeting of the body to address the body regarding the item at the meeting before or during the body’s consideration of the item. 8. Discussion with and receive update from FuGen Creative on final version of booklet to promote new businesses to Prairie View and take possible action on final produce and any final invoices to be paid (placed on Agenda by Board Decision 9/11/2019). 9. Receive presentation from LJA Engineering on water capacity, water study, and related water issues regarding the City of Prairie View (Director Brown). 10. Receive presentation and update on Gert’s Kitchen from Ms. Georgia Jackson, proprietor (Director Brown). 11. Receive presentation from EDS Tech President Muhammed and discussion, and possible action regarding demolition and construction of City owned structure (Director Brown). 12. Receive presentation from Rusty Singleton regarding community leadership (Director Brown). 1 13. Presentation from Mayor Allen regarding HB 3143 and additional changes to the “tax abatement” statute (Director Eze). 14. Presentation from and possible action on City of Prairie View Planning & Zoning committee’s request for PVEDC to fund a of portion of comprehensive plan for business development (Director Brown). 15. Discussion and possible action to send Board of Director(s) to Texas Economic Development Council Annual Conference (Director Eze). 16. Budget Workshop discussion and possible action on 2019-2020 proposed PVEDC budget (placed on Agenda by Board Decision 9/11/2019). 17. Receive update on firms and possible action approving the President and/or Treasurer and/or Vice President to contract with a professional services firm/company to solicit candidates for Director of PVEDC, and to conduct interviews and provide the Board its hiring recommendations for Director (placed on Agenda by Board Decision 9/11/2019). 18. Discussion and possible action on PVEDC’s annual comprehensive report to City of Prairie View City Council and the framework for items to be placed into the plan and who to report to the City (placed on Agenda by Board Decision 9/11/2019). 19. Discussion and possible action on PVEDC standing committees, special committees, their appointments and Board approval (Director Brown). 20. Discussion and possible action regarding Board officers and election of officers (Director Brown). 21. Presentation from and possible action on PVEDC Attorney’s virtual meeting attendance (Director Brown). 22. Discuss possible dates to provide for a group training session with City’s Planning and Zoning Department over Texas Open Meeting Act. 23. Pursuant to Texas Government Code Section 551.0415, the Board of Directors, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. “Items of community interest” include: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutatory recognition of a public official, public employee, or other citizen, except that discussions regarding a change in the status of a person’s public office or public employment is not an honorary or salutatory recognition for purposes of the PVEDC; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the PVEDC that was attend or is scheduled to be attended by a member of the governing body or an official or employee of the PVEDC; and, (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda. 2 The Prairie View Economic Development Corporation 4-B reserves the right to adjourn into Executive Session at any time during the course of the meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Economic Development). 24. Consultation with attorney under Texas Local Government Code §551.071 regarding executive director position. I, the undersigned authority, do hereby certify that the above Notice and Agenda of the Regular Scheduled Meeting of the Prairie View Economic Development Corporation 4-B is a true and correct copy of said Notice and said Notice was posted on the entrance to the Prairie View City Hall, a place convenient and readily accessible to the general public at all times; said Notice was posted on Friday, September 20, 2019, by 5:00 p.m., and remained so posted continuously for at least 72 hours preceding the scheduled time for said meeting.
