PRAIRIE VIEW ECONOMIC DEVELOPMENT CORPORATION Amended Notice of Workshop Board Meeting Saturday, December 14, 2019; 8:30 A.M. Prairie View City Hall; City Council Chambers 44500 U.S. Business Highway 290 Prairie View, Texas 77446 1. Call to Order and Certification of Quorum 2. Invocation 3. Business social and State of Prairie View’s Economy: “Tell Them We are Rising…” by Mayor Allen (Director Brown). 4. Citizens Forum- at this time, citizens will be able to speak for a length of time not to exceed five minutes. Thirty minutes total has been allocated for this section. Pursuant to Section 551.042 of the Texas Open Meetings Act, any deliberation or decisions about the subject inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting. 5. Presentation by Sarita F. Sowell, Business Development Coordinator about grants to cover a water study and how PVEDC can benefit from Ms. Sowell’s services (Mayor Allen). 6. Presentation by Phillip W. Dunn, Chief Executive Officer and Founder of 2 the Table on business development for PVEDC (Director Brown). 7. Presentation by Prof. Marilyn Douglas-Jones, COPV Chamber of Commerce on financial literacy (Director Brown). 8. Presentation by Trilogy Engineering Services LLC on the water study plan. 9. Discuss and possible action on setting a date and time for a business reception for the purpose of introducing various existing and potential business owners, developers and/or investors (Director Brown). 10. Update, discuss and possible action on the distribution plan for the promotional magazine “Come Home to Prairie View” (Director Brown). 11. Discuss and possible action on developing and standardizing procedures for updating and maintaining the PVEDC webpage (Director Brown). 12. Discuss and possible action on filling the vacancy by reason of resignation of the PVEDC Secretary. 14. Discuss and possible action regarding approving an Executive Search Agreement with The PACE Group for the hiring of an executive director and the parameters of the search. 15. PVEDC to provide update to the Executive Search Committee regarding the parameters for the hiring of an PVEDC Executive Director. 16. Discuss and possible action on setting a date and time for a PVEDC retreat (Director Brown). 17. Discuss and take action on presenting an approved water study plan to the COPV City Council. 18. Discuss and take action for the PVEDC to make a $4500.00 payment to the COPV Program Committee to partially fund the Prairie View 50th Birthday Celebration to be held on December 17, 2019 at PVAMU (Director Brown). 19. Pursuant to Texas Government Code Section 551.0415, the Board of Directors, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. “Items of community interest” include: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutatory recognition of a public official, public employee, or other citizen, except that discussions regarding a change in the status of a person’s public office or public employment is not an honorary or salutatory recognition for purposes of the PVEDC; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the PVEDC that was attend or is scheduled to be attended by a member of the governing body or an official or employee of the PVEDC; and, (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda. The Prairie View Economic Development Corporation 4-B reserves the right to adjourn into Executive Session at any time during the course of the meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Economic Development).
