In accordance with order of the Office of the Governor issued March 16, 2020, the City Council of the City of
Prairie View. Texas will conduct a telephonic meeting in order to advance the public health goal of limiting
face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19).
This meeting will be held on Monday, March 23, 2020 at 6:00 p.m.
The public may participate in this meeting by dialing in to the following toll-free number
1-877-568-4106_Access Code_784-244-381.
The public will be permitted to offer public comments telephonically as provided by the agenda and as
permitted by the presiding officer during the meeting.
Written questions or comments may be submitted to City Secretary, Allison Bynum at
abynum@prairieviewtexas.gov, up to two hours before the meeting.
A recording of the telephonic meeting will be made and will be available to the public in accordance with the
Open Meetings Act upon written request.
The City Council reserves the right to meet in closed session on any agenda item should the need arise and if
applicable, pursuant to Chapter 551 of the Texas Government Code.

Public Comments:
Citizens must sign-in with the City Secretary via email to City Secretary, Allison Bynum via email at
abynum@prairieviewtexas.gov before the meeting to address City Council. Limit your comments to
three (3) minutes. City Council will listen to the comments but cannot discuss or respond to the
comments during the meeting. The matter may be referred to a department head, Mayor or City
Council may direct that the matter be placed on the next regular City Council Agenda.

1. Discuss and take action on A Resolution of the City Council of the City of Prairie View, Texas
Ordering the General and Special Elections for the City of Prairie View be Moved from May 2, 2020

2. Discuss and take action on continuation or renewal of March 18, 2020 Emergency Declaration

3. Discuss, consider, and take action on written reports, and updates from Trilogy Engineering,
Bureau Veritas, and USW for compliance with inspection and City Code standards or other City Code
or standards non-compliance, especially as they relate to Life Safety and Health & Safety issues for
compliance on Panther Hill Apartments, Campus Edge, and the Gates of Prairie View. (CC Rowland)
a. Update from Mayor Allen, Trilogy Engineering, USW, and Bureau Veritas on compliance
interaction and activities regarding Cease and Desist order in place and other
compliance issues for Panther Hills Apartments.
b. Consideration of lifting Cease and Desist order per request of representatives of Panther
Hills Apartments
c. Update from Mayor Allen, Trilogy Engineering, USW, and Bureau Veritas on compliance
interaction and activities regarding Campus Edge Apartments.
d. Possible further determinations and action regarding non-compliance with material
term, condition, or requirements of City’s Ordinance for Panther Hills Apartments,
Campus Edge Apartments or the Gates of Prairie View.
e. Executive session pursuant to Texas Government Code, Section 551.071 to seek advice
from City’s attorney regarding possible action in relation to compliance issues for
Panther Hill Apartments, Campus Edge, and the Gates of Prairie View.
f. Discussion and possible action arising out of Executive Session.
4. Discuss and take action on Enterprise Fleet PVPD Vehicles lease (Chief Lopez, Mayor Allen)
