In accordance with order of the Office of the Governor issued March 16, 2020, the City Council of the City of
Prairie View. Texas will conduct a telephonic meeting in order to advance the public health goal of limiting
face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19).
This Emergency Special Meeting will be held on Friday, April 3, 2020 at 2:00 p.m. The stated emergency is to
ensure that no one is put out of their residence which can further community spread of the virus. In the last
week there have been 7 reported positive COVID-19 cases reported out of PVAMU, showing clear indications
of recent and progressive community spread within the City of Prairie View, necessitating this meeting on an
emergency basis.
The public may participate in this meeting by dialing in to the following toll-free number
1-877-309-2073_Access Code_986-599-221.
The public will be permitted to offer public comments on the posted agenda item telephonically as provided
by the agenda and as permitted by the presiding officer during the meeting. Anyone wishing to offer public
comments or offer written questions or comments must notify City Secretary, Allison Bynum at
abynum@prairieviewtexas.gov, at least two hours before the meeting.
A recording of the telephonic meeting will be made and will be available to the public in accordance with the
Open Meetings Act upon written request.
The City Council reserves the right to meet in closed session on any agenda item should the need arise and if
applicable, pursuant to Chapter 551 of the Texas Government Code.

Public Comments:
Citizens must sign-in with the City Secretary via email to City Secretary, Allison Bynum at
abynum@prairieviewtexas.gov at least two hours before the meeting to address City Council. Limit
your comments to three (3) minutes. City Council will listen to the comments but cannot discuss or
respond to the comments during the meeting. The matter may be referred to a department head,
Mayor or City Council may direct that the matter be placed on the next regular City Council Agenda.

1. Discuss and take action on approving an ordinance extending notice timeframes on
evictions for health and safety reasons during emergency declaration. (CC Wallace)

I, the undersigned authority do hereby certify that the above Notice and Agenda of the Regular Meeting
of the governing body of the City of Prairie View is a true and correct copy of said Notice and said Notice
was posted on the City Hall front door, a place convenient and readily accessible to the general public at
all times; said Notice was posted on Friday, April 3, 2020 by 10:45 a.m., and remained so posted
continuously for at least one hour preceding the scheduled time for said meeting. The Notice and Agenda
