Texas will conduct a telephonic meeting in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19). This City Council Meeting will be held on Monday, June 8, 2020 at 6:00 p.m. The public may participate in this meeting by dialing in to the following toll-free number 1-877-568-4106_Access Code_669-296-117. Anyone wishing to offer public comments or speak during a public hearing may do so by notifying the City Secretary at least two hours prior to the meeting at abynum@prairieviewtexas.gov. A recording of the telephonic meeting will be made and will be available to the public in accordance with the Open Meetings Act upon written request. _____________________________________________________________________________ AGENDA Call to Order Roll Call/Certification of Quorum Invocation and Pledge Moment of Silence for George Floyd (8 mins & 46 secs) and All Victims of Police Brutality & Racial Profiling (Mayor Allen) Public Comments: Citizens who have signed up with the City Secretary, Allison Bynum at abynum@prairieviewtexas.gov at least 2 hours before the meeting will be recognized. Prairie View March to Fight Racism and Injustice, June 13th, 2020. (Mayor Allen & Chief Lopez) Presentations and Reports: City Council Reports Pursuant to Texas Government Code § 551.0415, City Council Members, without having provided notice, may make reports about items of community interest if no action is taken and possible action is not discussed regarding the information provided in the report. "Items of community interest" includes: (1) expressions of thanks, congratulations, or condolence; (2) information regarding holiday schedules; (3) an honorary or salutary recognition of a public official, public employee, or other citizen, except that a discussion regarding a change in the status of a person's public office or public employment is not an honorary or salutary recognition for purposes of this subdivision; (4) a reminder about an upcoming event organized or sponsored by the governing body; (5) information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the political subdivision; and (6) announcements involving an imminent threat to the public health and safety of people in the political subdivision that has arisen after the posting of the agenda. A Public Hearing to abate nuisance(s) pursuant to Chapter 8, Offenses and Nuisances, Article 8.200 Abandoned Motor Vehicles, Sec. 8.203(c)(2) for vehicles located at 801 Pine Island, Prairie View, Texas, specifically the following: A. Receive information from city staff as to the alleged public nuisance(s); B. Hear from any interested person (having a legal or equitable interest in the vehicle or vehicle part, or the property on which it is located; C. A Resolution determining a public nuisance(s) at 801 Pine Island, Prairie View, Texas under Article 8.200 Abandoned Motor Vehicles and directing abatement. Other Action 10. Discuss, consider and take action to enter into debt settlement agreement with PVAMU for past due Wastewater amounts owed. Proposal includes a reduction of debt from $948,857 to $759,085, with a savings of 20% ($189,771) and a down payment of $359,085, leaving a debt balance due of $400,000, resulting in monthly payments of $2,500 ($30,001 annually). Recommendation to set City Council Workshop for June 15, at 6:00 p.m. to review Wastewater Rate Study; balance owed to Prairie View A&M; settlement proposal on wastewater debt; and structure of debt payments . 11. Discuss and take action e.r.g. contract to pursue various grants, forgivable loans and other no cost or low cost financing or funds for the City of Prairie View. (Mayor Allen) 12.
