In accordance with order of the Office of the Governor issued March 16, 2020, the City Council of the City of
Prairie View. Texas will conduct a telephonic meeting in order to advance the public health goal of limiting
face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19).
This City Council Meeting will be held on Monday, June 8, 2020 at 6:00 p.m.
The public may participate in this meeting by dialing in to the following toll-free number
1-877-568-4106_Access Code_669-296-117.
Anyone wishing to offer public comments or speak during a public hearing may do so by notifying the
City Secretary at least two hours prior to the meeting at abynum@prairieviewtexas.gov.
A recording of the telephonic meeting will be made and will be available to the public in accordance with
the Open Meetings Act upon written request.

Public Comments:
Citizens who have signed up with the City Secretary, Allison Bynum at

will be limited to three (3) minutes. City Council will listen to the comments but cannot discuss or
respond to the comments during the meeting. The matter may be referred to a department head,

City Council Reports
Pursuant to Texas Government Code § 551.0415, City Council Members, without having
provided notice, may make reports about items of community interest if no action is taken
and possible action is not discussed regarding the information provided in the report.
"Items of community interest" includes: (1) expressions of thanks, congratulations, or
condolence; (2) information regarding holiday schedules; (3) an honorary or salutary
recognition of a public official, public employee, or other citizen, except that a discussion
regarding a change in the status of a person's public office or public employment is not an
honorary or salutary recognition for purposes of this subdivision; (4) a reminder about an
upcoming event organized or sponsored by the governing body; (5) information regarding a
social, ceremonial, or community event organized or sponsored by an entity other than the
governing body that was attended or is scheduled to be attended by a member of the

B. Hear from any interested person (having a legal or equitable interest in the
vehicle or vehicle part, or the property on which it is located;

Abandoned Motor Vehicles and directing abatement.
Other Action
10. Discuss, consider and take action to enter into debt settlement agreement with PVAMU for past due
Wastewater amounts owed. Proposal includes a reduction of debt from $948,857 to $759,085, with a
savings of 20% ($189,771) and a down payment of $359,085, leaving a debt balance due of $400,000,
resulting in monthly payments of $2,500 ($30,001 annually). Documents distributed to Council (Past due
Notices; Settlement Proposal by PVAMU; Amortization Schedule of debt proposed by Bookkeeper

a. Recommendation to set City Council Workshop for June 15, at 6:00 p.m. to review Wastewater
Rate Study; balance owed to Prairie View A&M; settlement proposal on wastewater debt; and
structure of debt payments .
