JUNE 6, 2017 HEALTH & SAFETY COMMITTEE MINUTES
Pursuant to due call and notice thereof, a meeting of the Health & Safety committee was
held, Tuesday, June 6, 2017 Municipal Building, 800 Borner Street, Prescott, WI 54021.
Call to Order: Chairman Dravis called the meeting to order. Members present were
Galen Seipel and Jack Hoschette. City Administrator Jayne Brand represented staff.
The committee moved the agenda items to discuss taxi service. Cyndi Cashman
explained she had talked with Mayor Hovel about the city looking into a taxi service for
the residents of the city especially the older members of the community. City
Administrator Jayne Brand explained Wisconsin Department of Transportation was
contacted to see if there is funding to help with a taxi service. DOT does have a program
for this type of service and fund a portion of the operating expenses less the revenue.
They try to fund at 65% of the loss but have only funded 56% to 59% of the loss recently.
The balance of the operating expenses would need to come from general tax levy or from
contributions from businesses. The first thing which needs to be completed is a survey to
determine if the service is needed, what residents would be willing to pay and where they
would go. It was discussed the survey should be mailed to all residents in the city along
with being put on the city website. Hoschette/Dravis motion to recommend the city
conduct a survey to determine the need for a taxi service passed without a negative
voice vote.
The committee reviewed the city ordinance and ordinances from other communities on
the destruction of noxious weeds and length of lawn. The length of weeds and lawn went
from 5 inches to 12 inches with most of them being at the 8 inch length. It was also
discussed that the ordinance should spell out how noxious weeds can be destroyed rather
than just saying they need to be destroyed. It was also agreed the ordinance should refer
back to the State Statute for the type of noxious weeds except for keeping poison ivy,
wild parsnip and hemp. Hoschette/Dravis motion to recommend the length of lawn
and noxious weeds be set at 8 inches and use the state statute to define the noxious
weeds except for poison ivy, wild parsnip and hemp passed without a negative voice
vote.
Dravis/Hoschette motion to adjourn passed without a negative voice vote.
