To: Health and Safety Committee From: Matt Wolf, City Administrator Date: March 10, 2022 Subject: Pedestrian Crosswalk Solution Systems Background This past month of February the Prescott School District reached out to us to request a shared partnership to install improved pedestrian crosswalk signs. Specifically, the school district is having issues with student crossings at Campbell Street and Saint Croix Street. In looking at solutions the School District liked the approach that River Falls recently took to install four of these solutions, which they worked together to fund the improvements. The full story on the River Falls project can be found here. Discussion To determine cost of the improvements the City reached out to TAPCO who we recently purchased variable speed signs through for Highway 10. TAPCO sent over a brochure on crosswalk safety solutions (see attached) and a quote that each system would cost $6,607. The system is designed that each side of the crosswalk has a sign with lights below them. When you approach the sign you can push a button that causes the lights to flash to notify drivers that a pedestrian wishes to cross or is crossing. After a certain amount of time the lights turn off. During discussions with staff, it was recommended that there be three locations for these signs (see attached Crosswalk Solutions Map). One would be located at Saint Croix and Filkins Street, another at Campbell and Saint Croix intersection, and the final one at the Elementary School crosswalk on Campbell Street. Additionally, to prevent multiple crosswalks on Saint Croix and to serve as a collector for children coming from Monroe Street and Filkins Street. A sidewalk is proposed from Filkins Street to Campbell Street. This would allow children coming from those southern neighborhoods to get on the sidewalk cross at Filkins Street to the school and remain on a sidewalk, so they don’t have to interact with school’s parking lot traffic. The total project cost is estimated at $29,071 with a complete breakdown of expenditures below. Crosswalk Solutions Project Estimate Crosswalk Solutions (x3) $19,821 Concrete (652') $6,607 10% Contingency $2,643 $29,071 It is proposed that if the project moves forward that the City and School District split the cost 50/50. With alternative funding sources being sought to help lower the overall cost. At its current estimate the project would cost the City of Prescott $14,536. To fund the City’s portion we would use the Capital Fund to pay for the improvements, however this expense is not budgeted. Their may be funds available if savings result from current budgeted capital projects. Alternatively, if current budgeted projects go over cost, then this project would draw upon the reserves currently in the capital fund balance.
