CITY OF PRESCOTT, WISCONSIN MARCH 24, 2015 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held March 24, 2015 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: The meeting was called to order at 5:30 p.m. Members present were Jack Hoschette, Joshua Gergen and Maureen Otwell. City Administrator Jayne Brand represented staff. Otwell/Gergen motion to approve the minutes for January 27, 2015 passed without a negative voice vote. Bill Hovel representing the Prescott Sportsman’s Club presented the Club’s next step of finding and acquiring land for their future learning and activity center. Alderperson Otwell is interested in having something for safe gun use and suggested Magee Park. It was further discussed the city does not allow firearms in the city but could make an exception. Bill Hovel stated they are looking at working with the high school on setting up a trap league and that area would not be large enough. Bill asked if the city would be willing to sell any land at the compost site. They have looked at the property and have identified 20 acres which are somewhat wooded. They would need an easement on the east line of the 40 acres over the front 20 acres of the property. Bill said the land is not so far out of Prescott so it would be considered Prescott. The Sportsman’s Club is looking at putting up a building. Bill was reminded they would have to work with Oak Grove Township on the proposed project as the land is outside of the city. Alderperson Hoschette stated he is 100% in favor of the proposed project. Otwell/Gergen motion to recommend to Council further discussions on the possible sale of some of the compost site land passed without a negative voice vote. The Committee reviewed a request for a bench in Mercord Mill Park. Alderperson Otwell stated the city wants to stay with one bench style. There are currently two small white benches at the park and Alderperson Gergen stated he would not like to see another bench style. It was suggested the bench could be placed at the greenspace at the boat launch. City staff will work with the donor. The Committee reviewed the City of Prescott park uses and resolutions. Several changes were discussed as to uses for both the matrix and resolutions. Resolutions will be moved onto Council for approval and then will be incorporated into the Master Park Plan. The Committee reviewed the Master Park Plan and changes were discussed and will be made so it can be reviewed as part of the updated Comprehensive Plan.
