CITY OF PRESCOTT, WISCONSIN FEBRUARY 16, 2015 PUBLIC WORKS COMMITTEE Pursuant to due call and notice thereof, a meeting of the Public Works Committee was held Monday, February 16, 2015, 800 Borner St., Prescott, WI 54021. Call to order/Roll Call: Committee Chair Rob Daugherty called the meeting to order at 6:00 p.m. Members present were Rob Daugherty, Galen Seipel and Mike Kosmalski. Public Works Director Hank Zwart and City Engineer David Schofield represented staff. Also present Richard Gardner and Tom Geistfeld. Motion to approve minutes from December 15, 2014 passed without a negative voice vote. Storm water utility question from Tom Geistfeld. Wondered why he is paying so much for storm water, when most of his run off goes through two culverts on Pearl Street and down the hill to the river. No action was taken, possible send to ordinance for review. Reviewed copper testing report for the DNR. Dave Schofield presented information on testing; Bergquist is the main contributor of copper in our system. A plan is being formed to get into compliance with the DNR. Bergquist will have to reduce their copper output. Report will be sent to DNR and Bergquist. Update on Court and Laura Street project. Feb. 18, deadline for assessment waivers to be filed March 4th, 1st advertisement March 11th, 2nd advertisement March 18th, bid opening March 19 Cedar sends bid review and bid award recommendation to council March 23 Council consider bid award May, TBD, preconstruction conference June 10, earliest construction start August 28, substantial completion date Sept. 11 final completion date Update on meter replacement, 2 choices, Drive by meter reading system, $373,335.00, fixed network reading system, $545,238.00. We budgeted approximately $365,000 in the 2015 budget. Committee did not make a recommendation, forwarded to council for consideration. Verbiage changes needed for ordinances563-10, 563-16, 563-20, and create lawn irrigation chapter 360, 360-1, 360-2. Update for HVAC for city hall, much more expensive than budgeted so far, may need to rethink process and timeline for replacement moving forward. Public Works Director Hank Zwart gave information on purchasing new tractor, in budget, found good deal, will be sending out purchase order soon.
