Parks and Public Works Committee

CITY OF PRESCOTT, WISCONSIN TUESDAY, JULY 10, 2018 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Tuesday, July 10, 2018 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Bailey Ruona called the meeting to order at 5:30 pm. Members present were Rob Daugherty. Galen Seipel was excused. Public Works Employee Mike Kinneman and City Administrator Jayne Brand represented staff. The committee discussed parking and signage by the boat launch. There is a problem with vehicles with large trailers turning by the Eagle Point Condo. They are going over the curb. It was suggested to have the vehicles with trailer make the right turn into the parking lot and then go through the center lane. The committee decided to remove the handicap parking stall which is needed for boats to back up. The handicap stall will be moved over one stall. The current handicap parking stall will be stripped with yellow lines for no parking. The docks will be swapped from one side to the other. This will make it easier for the people using the handicapped dock. Additional signage will be needed to direct traffic. Discussion was held on the usage of the property at the end of Lake Street. Alderperson Ruona stated she had been down to the site and people had grills set up all along the area. She also stated there were a number of dogs and people are picking up after them. Signs were discussed to have no grills, no alcohol, dogs on leash, clean up after your dog and no lifeguards on duty, swim at your own risk. Also a sign for kayak and canoe launch. Police Officers will be asked to do extra patrol in this area. Staff will work on signage. Discussion was held on Magee Park usage and maintenance. There have been suggestions for a dog park but there can be some liability for the city. There were also discussions on having trails through the park. The city would like to work with the school district to see if a trail could come down the ravine and into the park. Options for trails will be looked at further. Discuss was held on the benches in front of Eagle Point Condo. The benches were put in by Eagle Point Condo Association but they sit on public property. The benches need to be painted. Several years ago the city removed the benches for painting and the condo association had them painted and then the city replaced them. Public Works Employee Mike Kinneman stated they had to drill new holes in the concrete in order to replace them. It appears these benches will need to be painted almost annually. It was discussed there are still funds in the park impact fee and these benches should be replaced with concrete benches which will need less maintenance. Staff will verify the funds can be used for the benches and Alderperson Ruona will discuss with the Association. Other Business: The committee discussed the proposal for downtown and riverfront plan. The Wisconsin Department of Tourism has suggested the city do a survey of tourist and residents as to the needs and wants of the community. Alderperson Ruona will work on the survey. City Administrator Jayne Brand will work with the Chamber for disbursement of the surveys. Daugherty/Ruona motion to adjourn passed without a negative voice vote. Respectfully Submitted, Jayne M.
