CITY OF PRESCOTT, WISCONSIN WEDNESDAY, OCTOBER 24, 2018 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Wednesday, October 24, 2018 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Bailey Ruona called the meeting to order at 6:30 pm. Members present were Galen Seipel and Rob Daugherty. Public Works Employee Mike Kinneman and City Administrator Jayne Brand represented staff. Also present Seth Hudson and Patrick Beilfuss of Cedar Corporation. Daugherty/Seipel motion to approve the minutes for July 10, 2018 passed without a negative voice vote. Seth Hudson and Patrick Beilfuss presented to the committee vision plans for the riverfront and downtown area. Some of the areas discussed included the steps coming off of the bridge which should be looked at putting in a ramp instead. Under the bridge could have additional lighting, art, create a textured wall, paint which can have the graffiti easily removed. The cul-d –sec by the Welcome and Heritage Center could have lower railings, fix the retaining wall with possible plantings, additional lighting and create an area for centralized garbage. The area by the courtesy dock could create a retaining wall for greater green space, ramp to the dock, additional parking and the dock should be designed to move with the rising and lowering of the river. The area between the bridges has a lot of impervious surface which could soften up the area. Create a path to connect the areas and possible additional sidewalks. Need to work with the railroad on the bridge underpass to make it wider, less steep and add possible emergency bollards. Work with the railroad on their property to possibly add additional fencing and sidewalks. The gear house needs to be discussed. The roof needs to be repaired and when is it open for people to get inside. There needs to be screening for the lift station and additional signage. The boat launch area needs to be looked at to make less maintenance with the docks. The need for a possible additional retaining wall down by the boat launch. A possible fishing dock. There was also discussion about a trail from the downtown area to Freedom Park. The Dakota Street properties which have been proposed for additional parking was discussed. It was decided there should be some additional public input. There could be an open house where residents could come in and chose the top three areas which they would like to see the city work on first.
