Public Works Committee

CITY OF PRESCOTT, WISCONSIN SEPTEMBER 12, 2018 PUBLIC WORKS COMMITTEE Pursuant to due call and notice thereof, a meeting of the Public Works Committee was held Monday, September 12, 2018, 800 Borner St., Prescott, WI 54021. Call to order/Roll Call: Meeting was called to order by Alderperson Rob Daugherty. Members present were Joshua Gergen. Maureen Otwell was excused. City Administrator Jayne Brand represented staff. Gergen/Daugherty motion to approve the minutes for September 5, 2018 passed without a negative voice vote. The committee discussed the request from Randy Hansen and Chuck VanSchooven about the paving of a portion of the alley between Gibbs and Young Streets. They have gotten a bid from Chris Anfang to complete about 100 feet of the alley. The estimate for the project was $2,000. Hansen and VanSchooven stated they would pay $1,000 and asked if they city would pay the other $1,000. The city has had these types of request before and the discussion had been that the city would rather have the entire alley paved but the costs would be special assessed to the property owners. Committee directed staff to look at getting an estimate for the entire alley. This would need to be a 2019 project due to the special assessment issue. The committee would like a commitment of most of the property owners that they would want the alley paved. Farm land lease for the compost site land was discussed. The committee recommendation is to go with a two year lease and increase the rate by 3%. This would take the contract to $11,340 annually for 2019 & 2020. Gergen/Daugherty motion to recommend approval with 3% increase and two year contract passed without a negative voice vote. The city has been contacted by Northfield WIFI to rent space on the water tower. There is some space available on one of the towers. The committee directed staff to go back to them and inform them the rent would be $2,215 per month with a 5 year contract and 3% increase annually. If they are willing to accept those terms then the committee would be willing to look at a contract. The committee reviewed the first amendment to the AT & T lease. The committee made suggestions for some of the items which were left open on the contract. These items will be reviewed by the city attorney and brought back to council.
