CITY OF PRESCOTT, WISCONSIN PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES TUESDAY, JUNE 4, 2019 Pursuant to due call and notice thereof, a meeting of the Parks & Public Property Committee was held Tuesday, June 4, 2019 at the Municipal Building, 800 Borner St. Prescott, WI 54021. Call to order/Roll Call: Alderperson Bailey Ruona called the meeting to order at 5:30 pm. Members present were Galen Seipel and Rob Daugherty. Also present Patrick Beilfuss of Cedar Corporation. City Administrator Jayne Brand represented staff. Ruona/Seipel motion to approve the minutes for May 13, 2019 passed without a negative voice vote. Patrick presented a draft plan for proposed parking on the Dakota Street properties in the downtown area. The proposed plan shows a parking ramp which would have 94 parking stalls with entrance and exits off of Dakota Street. There would be an overhang where there could be an additional 29 parking stalls. There would need to be a retaining wall placed in the wall and concrete columns to hold up the structure. Stormwater would also need to be managed. The estimated cost per parking stall is estimated at $25,000 to $30,000 per stall. There were numerous suggestions of how the stall could be changed including an area for motorcycle parking. City Administrator Jayne Brand presented the information regarding a “Request for Information” which will be sent to developer for a public/private project. The Dakota Street lots, the old Steamboat Inn property and lots behind the Dairy Queen will be included in the Request for Information. The city will then review the proposals and decide if any of the proposal will work for the city. The Request for Information is currently being worked on by Cedar Corporation and will come to Council for their approval and then be forward to developers. This process can take up to six months to complete. Alderperson Ruona explained that she was the person who talked about selling the Welcome & Heritage Center. There are issues with the maintenance of the building. The roof needs to be replaced, there is maintenance which need to be done on the windows, the bricks need to be tuckpointed which required the paint to be sandblasted off the building and there are issues with the cement blocks in the back of the building. With all of the maintenance issues the funding for these projects are going to add up. Alderperson Ruona stated there appears to be some confusion over how all of the groups come together. What is the role of the Welcome and Heritage Center Board, Historical Society and Chamber of Commerce in regards to the building. Ruona also stated the city needs to look at the benefit of the asset to the taxpayers. Ruona explained the plan to sell would be to the Historical Society since the building in on the Federal Historical Register. City staff also explained it has been hard to get bids on the maintenance since the building is on the Historical Register. A meeting will be scheduled with the Parks and Public Property Committee, Welcome Heritage Center Board, Historical Society and Chamber once estimates are received for the maintenance.
