CITY OF PRESCOTT, WISCONSIN DECEMBER 9, 2019 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held, Monday, December 9, 2019, Municipal Building, 800 Borner Street, Prescott, WI 54021. Call to Order: Alderperson Ruona called the meeting to order at 5:00 pm. Members present were Galen Seipel. Rob Daugherty was excused Also present Mayor David Hovel and Seth Hudson representing Cedar Corporation. City Administrator Jayne Brand represented staff. Ruona/Seipel motion to approve minutes for October 14, 2019 passed without a negative voice vote. The committee reviewed the memorandum of understanding between the City of Prescott and Healing Play, Inc., regarding Fairy Wonderland Park. Allison Enngena of Healing Play, Inc was present to discuss the memorandum. Regular maintenance would be the city’s responsibility such as mowing. Play structures would be maintained would be handled by the Healing Play group. Spring of 2021 would be goal for having park open. Clear expectations for who takes care of what in the park. City should start looking for grants for restrooms. Play structures will be made out of concrete. Events would need to provide the city a certificate of insurance. City Attorney will review the agreement and it will be brought back to the committee. Seth Hudson informed the committee that the special assessment plat has been forward to Burlington Northern for their review. Seth informed the committee that an agreement was found which already had the land swapped but was never filed. Burlington Northern is having their real estate section review the plat and they will get back to the city. Other Business: Seth Hudson reviewed the grant application for the multiuse trails with the Wisconsin Department of Transportation. The grant application which was submitted was for 1.2 million dollars. Alderperson Seipel suggested showing movies in the parks during the summer. Would need to work with the Library who has the license. Seipel/Hintz motion to adjourn passed without a negative voice vote. Respectfully Submitted, Jayne Brand City Administrator
