JANUARY 20, 2020 PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES
Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held,
Monday, January 20, 2020, Municipal Building, 800 Borner Street, Prescott, WI 54021.
Call to Order: Alderperson Ruona called the meeting to order at 5:00 pm. Members present were Galen Seipel
and Rob Daugherty. Also present Greg Adams and Seth Hudson representing Cedar Corporation. City
Administrator Jayne Brand represented staff.
Seipel/Ruona motion to approve minutes for December 9, 2019 passed without a negative voice vote.
Seth Hudson presented to the committee an update on the riverfront assessor plat. Cedar Corporation
representative have met with the railroad on behalf of the city so discuss the assessor plat. Seth stated the first
thing the railroad commented on was the city would need to purchase any property they wish to acquire. Seth
presented to the railroad a copy of a document which was a petition of the Burlington Northern Railroad
Company for Alteration of a public crossing of Burlington Northern Railroad tracked in the City of Prescott,
Pierce County. The document was never filed at the courthouse to tie back to either the railroad or city
property. The document spells out how the new crossing is going to be implemented and also which lands will
be involved. According to Seth the railroad is only acknowledging a portion of the document and not the
document as a whole. It was suggested the city forward the document to the city attorney for an opinion. Seth
stated the railroad will forward the information regarding the assessor plat and the document to their real estate
section. Seth questioned the committee how they wanted to proceed with the assessor plat. The city can wait
with the entire plat until we hear from the railroad but this may take a while or the city could move forward with
the rest of the properties on the assessor plat. The committee felt it could take a long time for the railroad to
get back to the city so they felt it is best to move forward on the rest of the assessor plat. Seipel/Daugherty
motion to move forward on the riverfront assessor plat except for the railroad property passed without a
negative voice vote.
City Administrator Jayne Brand informed the committee that the city attorney has review the memo of
understanding between the City of Prescott and Healing Play, Inc. The city attorney feels the memo of
understanding is good but he would recommend an addendum be added to the memo of understanding which
spells out how and who is going to handle the maintenance at the park.
Daugherty/Seipel motion to adjourn passed without a negative voice vote.
