CITY OF PRESCOTT, WISCONSIN
November 15, 2021, PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES
Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held,
November 15, 2021, Municipal Building, 800 Borner Street, Prescott, WI 54021.
Call to Order: Chair Ruona called the meeting to order at 5:03 pm. Members present were Rob Daugherty,
Bailey Ruona, and Pat Knox. City Administrator Matt Wolf and Police Chief Eric Michaels represented staff.
Also present were Seth Hudson representing Cedar Corporation, Israel Haas representing Friends of Freedom
Park and Coulee River Trails, and Alison Ennenga and Bethany Christenson with the Fairy Wonderland group.
1. Approve Minutes for October 18, 2021
Daugherty/Ruona motioned to approve the minutes for October 18, 2021, passed without a negative voice
vote.
2. Fairy Wonderland Discussion
Alison Ennenga and Bethany Christenson presented on the current state of the Fairy Wonderland Park to be
located within the Saint Croix Bluffs Park stating the total project was around $500,000 with just under half that
raised. They requested that a Coming Soon sign be placed at the park, which was approved by the Committee
Chair. Moving forward Alison and Bethany are going to work with Cedar Corporation to help develop a grade
layout and will be in contact with City Administrator Matt Wolf on potentially installing phase 1 of the park
spring/summer of 2021.
3. Downtown Riverfront Phase 2 Discussion
Cedar Corporation Seth Hudson had a map of the downtown area and spoke with Committee Members about
items they would like to see in Phase 2 of the Downtown Riverfront Project. Cedar Corporation will be using
the information to go after grant opportunities for the work. The committee spoke about the desire to see a
fishing dock, new boat launch, lights and bollards carried on from Phase 1, a area for kayak/canoe rental, and
look into a redesign to make traffic flow better in the area.
4. Amendment to Comprehensive Outdoor Recreational Plan
Cedar Corporation Seth Hudson presented on the amendment to the Comprehensive Outdoor Recreational Plan
as it relates to the inclusion of the Coulee River Trails.
Ruona/Daugherty motioned to approve the amendment to the Comprehensive Outdoor Recreational
Plan
5. Discussion on Resolution 22-21 and the Prescott Non-Motorized Boat Launch
Police Chief Michaels discussed the changes that were made as part of Resolution 22-21 and how they are
affected by the Public Trust Doctrine. The Committee would like further discussion on this item at the
December 6, 2021 Workshop.
6. Pierce County Tourism – JEM Grant
Chair Ruona presented on the JEM Grant and the work that is being done with Sherry Quamme with the
Wisconsin Mississippi River Parkway Commission on tourism. Chair Ruona stated that Ms. Quamme would
be reaching out to the City once she needs specific items to be included in the tourism marketing materials.
7. Coulee River Trails Workshop – Tuesday, December 7 at 5:00 pm
Chair Ruona stated their will be a workshop with City Council on Tuesday, December 7 regarding the Coulee
River Trails Workshop.
8. Other Business
Committee Member Knox stated that he spoke with the River Falls swim team on the lifeguard opportunities
that the City has at their public beach. Committee Member Knox said that the River Falls coach was excited to
share the opportunity with the team.
Daugherty/Ruona motion to adjourn passed without a negative voice vote at 6:14 pm.
