ALL THOSE WITH SPECIAL NEEDS SHOULD CALL CITY HALL OFFICES (715-262-5544) IF ASSISTANCE IS REQUIRED CITY OF PRESCOTT, WISCONSIN November 15, 2021, PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held, November 15, 2021, Municipal Building, 800 Borner Street, Prescott, WI 54021. Call to Order: Chair Ruona called the meeting to order at 5:03 pm. Members present were Rob Daugherty, Bailey Ruona, and Pat Knox. City Administrator Matt Wolf and Police Chief Eric Michaels represented staff. Also present were Seth Hudson representing Cedar Corporation, Israel Haas representing Friends of Freedom Park and Coulee River Trails, and Alison Ennenga and Bethany Christenson with the Fairy Wonderland group. 1. Approve Minutes for October 18, 2021 Daugherty/Ruona motioned to approve the minutes for October 18, 2021, passed without a negative voice vote. 2. Fairy Wonderland Discussion Alison Ennenga and Bethany Christenson presented on the current state of the Fairy Wonderland Park to be located within the Saint Croix Bluffs Park stating the total project was around $500,000 with just under half that raised. They requested that a Coming Soon sign be placed at the park, which was approved by the Committee Chair. Moving forward Alison and Bethany are going to work with Cedar Corporation to help develop a grade layout and will be in contact with City Administrator Matt Wolf on potentially installing phase 1 of the park spring/summer of 2021. 3. Downtown Riverfront Phase 2 Discussion Cedar Corporation Seth Hudson had a map of the downtown area and spoke with Committee Members about items they would like to see in Phase 2 of the Downtown Riverfront Project. Cedar Corporation will be using the information to go after grant opportunities for the work. The committee spoke about the desire to see a fishing dock, new boat launch, lights and bollards carried on from Phase 1, a area for kayak/canoe rental, and look into a redesign to make traffic flow better in the area. 4. Amendment to Comprehensive Outdoor Recreational Plan Cedar Corporation Seth Hudson presented on the amendment to the Comprehensive Outdoor Recreational Plan as it relates to the inclusion of the Coulee River Trails. Ruona/Daugherty motioned to approve the amendment to the Comprehensive Outdoor Recreational Plan 5. Discussion on Resolution 22-21 and the Prescott Non-Motorized Boat Launch Police Chief Michaels discussed the changes that were made as part of Resolution 22-21 and how they are affected by the Public Trust Doctrine. The Committee would like further discussion on this item at the December 6, 2021 Workshop. 6. Pierce County Tourism – JEM Grant Chair Ruona presented on the JEM Grant and the work that is being done with Sherry Quamme with the Wisconsin Mississippi River Parkway Commission on tourism. Chair Ruona stated that Ms. Quamme would be reaching out to the City once she needs specific items to be included in the tourism marketing materials. 7. Coulee River Trails Workshop – Tuesday, December 7 at 5:00 pm Chair Ruona stated their will be a workshop with City Council on Tuesday, December 7 regarding the Coulee River Trails Workshop. 8. Other Business Committee Member Knox stated that he spoke with the River Falls swim team on the lifeguard opportunities that the City has at their public beach. Committee Member Knox said that the River Falls coach was excited to share the opportunity with the team. Daugherty/Ruona motion to adjourn passed without a negative voice vote at 6:14 pm. Proposed Tentative Timeline To: Parks and Public Property Committee From: Matt Wolf, City Administrator Date: January 11, 2022 Subject: Riverfront Phase 2 Discussion – Boat Launch & Fishing Pier Background The City is currently pursuing grant opportunities for the proposed trail that connects Freedom Park with downtown Prescott and phase 2 of the Riverfront Project. The City worked with Cedar Corporation to submit a Tourism Capital Grant application through the Wisconsin Department of Administration for the trail from downtown to Freedom Park. Additionally, the Federal Economic Development Administration (EDA) has a Travel, Tourism and Outdoor Recreation Grant that the City of Prescott is working on for submittal. Discussion The City currently has in their capital expenses budget for 2022, $125,000 for the construction of a new boat launch and fishing pier. This money is budgeted to come out of Tax Increment District #4. One of the criteria the EDA considers when evaluating grant applications is cost share participation. Funding of the dock and pier would go towards that cost participation and result in a stronger application. The City plans to work with Mississippi River Regional Planning Commission to submit the EDA grant. However, to get the dock and pier properly permitted and go out for bids the city is proposing to work with Cedar Corporation. As part of the bidding process, the City would determine the final cost for construction of the pier and dock to come out of TID #4. Cedar Corporation as prepared a proposal for the work that covers the following: 1. Preliminary Layout, WDNR Permit Application $850 2. Final Plans and Bidding Documents $1,800 3. Advertising and Bidding $800 4. Construction Staking and Layout $1,000 5. Construction Observation and Administration $1,000 Total Engineering Lump Sum “Not to Exceed” Fee $5,450 Recommendation Authorize the professional services of Cedar Corporation to provide engineering services for the City of Prescott Boat Launch & Fishing Pier Improvement Project for a total cost of $5,450 to come out of TID #4. Bidding: • Prepare Advertisement for Bid to be published in the Client’s official newspaper, and the Engineer will post the Project to its Website via the Quest Electronic Construction Document Network for bid documents download by prospective bidders. • Provide answers and clarification of questions from contractors, suppliers, sub-contractors, and Client during bidding, including preparation of any necessary bid addendums. • Host electronic public bid opening at Cedar Corporation via Quest Electronic Construction Document Network. • Review the bid results, prepare bid tabulation results for all bidders, confirm that low bidder has obtained all bonds and insurance, and is capable of completing the work, and recommend bid award after review of all bids. • The Engineer will coordinate the issuance of Notice of Award, execution of Contract Documents, required Bonds and Insurance, and Notice to Proceed with the Client. • Attend required city staff, committee, council and other governing agency meetings. Construction Engineering: • Conduct a pre-construction meeting with Client and contractor. • Provide one-time horizontal and vertical control staking and layout for construction, as needed. Engineer is not responsible for preservation of construction staking for the contractor, and any required re-staking due to contractor negligence will be performed at the expense of the contractor. Any required re-staking due to vandalism or severe weather will be discussed and negotiated with the Client. • Provide limited, as-need on site construction observation services during construction related work to observe contractor’s work in conformance with permits, plans, specifications and contract documents. The Engineer cannot guarantee the performance of, and shall have no responsibility for, the actions or omissions of any contractor, sub-contractor, supplier, vendor, or any other entity furnishing materials or performing any construction work on the Project. Prescott 2022 Boat Launch & Fishing Pier Design Permiting Bidding and Construction Services proposal 01-12-22.docx Agreement – Page 7 of 7 EDA: AMERICAN RESCUE PLAN TRAVEL, TOURISM & OUTDOOR RECREATION Promoting America’s Tourist Communities Through the Travel, Tourism & Outdoor Recreation program, EDA is focused on accelerating the recovery of communities that rely on the travel, tourism and outdoor recreation sectors. $750 million of EDA’s American Rescue Plan funds are allocated to support the following efforts: • State Tourism Grants: $510 million in non-competitive awards to help states quickly invest in marketing, infrastructure, workforce and other projects to rejuvenate safe leisure, business and international travel. • Competitive Grants: $240 million to help communities that have been hardest hit by challenges facing the travel, tourism and outdoor recreation sectors to invest in infrastructure, workforce or other projects to support the recovery of the industry and economic resilience of the community in the future. Presentation Discussion Recently the Parks and Public Property Committee discussed developing a comprehensive sign plan for updating public parks and public land. This would be done to more clearly articulate parks regulations, give the parks a unified look, and refresh old or dated signs. As a result, Dave Nadolny the Regional Sales Manager with Graphic House Inc. (https://www.graphichouseinc.com/) has been invited to the meeting and will be presenting on the work his company has done with other communities regarding signs. As part of that discussion a clear definition was requested for what makes up Magee Park. A map is attached that shows the current Magee Park as shown in Pierce County records and the City of Prescott’s CORP (Comprehensive Outdoor Recreation Plan) versus the additional land that is City owned but not formally in Magee Park. As part of the meeting staff is requesting to have a discussion with the Parks and Public Property Committee on the boundaries of Magee Park.
