ALL THOSE WITH SPECIAL NEEDS SHOULD CALL CITY HALL OFFICES (715-262-5544) IF ASSISTANCE IS REQUIRED CITY OF PRESCOTT, WISCONSIN February 21, 2022, PARKS AND PUBLIC PROPERTY COMMITTEE MEETING MINUTES Pursuant to due call and notice thereof, a meeting of the Parks and Public Property Committee was held, February 21, 2022, Municipal Building, 800 Borner Street, Prescott, WI 54021. Call to Order: Committee Member Rob Daugherty called the meeting to order at 5:10 pm. Members present were Rob Daugherty, and Pat Knox. City Administrator Matt Wolf and Public Works Director Mike Kinneman represented staff. Also present were Greg Adams representing Cedar Corporation, Israel Haas and Jared Schmitz representing Coulee River Trails. 1. Approve Minutes for January 17, 2021 Knox motioned to approve the minutes for January 17, 2022, Daugherty seconded, motion passed without a negative voice vote. (2-to-0) Committee Chair Bailey Ruona joined the meeting. 2. Riverfront Project Update – Overlook and Bench Discussion Cedar Corporation Municipal Lead Engineer Greg Adams presented on the design work for the Riverfront Project, specifically addressing the second overlook, which is a bid alternate that is being proposed to cut in half due to site elevation challenges. The committee had no objections to the change. City Administrator Wolf then discussed the benches that are proposed for the project and if the City wants to have them be available for dedications and if so what is the preferred method; through a plaque or engraved directly into the bench. Committee Chair Ruona preferred that the City allow dedications but make them available through a plaque that be directly placed on the bench. Public Works Director Kinneman stated he knows a company that he believes could do the plaques. The committee discussed other various elements of the project such as landscaping, trash receptacles and lights but no formal or informal action was taken. 3. Magee Park Coulee River Trails Member Jared Schmitz presented on the proposed Magee Park concept proposal. Committee Chair Ruona liked the proposal and thanked Mr. Schmitz for all his work in volunteering to make the plan. Ruona motioned to approve the Magee Park Concept Proposal as the official concept plan for the park. Daugherty seconded the motion, motion passed without a negative vote. (3-to-0). City Administrator Wolf presented the three different options for the Magee Park Boundaries and incorporating the two parcels of land the City owns that are currently not within the park. Committee Chair Ruona stated she preferred the most comprehensive option that has a certified survey map for all four parcels and updates the Comprehensive Outdoor Recreation Plan. Committee Members Knox and Daugherty agreed. City Administrator Wolf stated he would bring a full proposal from Cedar Corporation to the Committee for next meeting. 4. Parks Sign Location Overview City Administrator Wolf presented a map of all proposed sign locations for the City to consider placing signs in the future over phases. The committee reviewed the map and discussed. Committee Chair Ruona requested that staff reach out to the school district and ask them if they were interested in partnering or placing any signs as part of the project. No formal or informal action was taken. 5. WisDOT Transportation Alternatives Program Cedar Corporation Greg Adams presented on the Wisconsin Department of Transportation, Transportation Alternatives Program (TAP) and the available funding that has come about because of the federal bipartisan infrastructure approval. City Administrator Wolf stated that the Freedom Park Trail that would connect downtown with Freedom Park unfortunately has not been funded from the previous two grant applications submitted to DNR and the Department of Administration. Cedar Corporation believes with the work that is going on downtown and Magee Park the project would make a good application to TAP. Committee Member Knox asked if the Highway 10 Underpass would be a project that could be applied for the funds. Cedar Corporation Greg Adams stated yes that it would be but believes when it was previously looked at spacing makes the underpass difficult. Ruona made a motion to approve the $2,000 proposal from Cedar Corporation to write and submit a grant for the WisDOT Transportation Alternatives Program. Knox seconded; motion passed without a negative voice vote. (3-to-0). 6. Joint Workshop Discussion – Oak Grove and City of Prescott City Administrator Wolf discussed having a proposed joint workshop with the City of Prescott and Oak Grove Township regarding Coulee River Trails. The committee stated they would prefer to have the workshop on a Wednesday and preferably at 6:00 pm. City Administrator Wolf stated he would reach out to discuss with Oak Grove Township. 7. Other Business Israel Haas with Freedom Park and Coulee River Trails requested how he should go about next steps with Magee Park and potentially clearing trails and other work. Committee Chair Ruona stated that the best method would be to work with City Administrator Wolf and Public Works Director Kinneman to submit proposals. Wolf City Administrator To: Parks and Public Property Committee From: Matt Wolf, City Administrator Date: March 17, 2022 Subject: Leo’s Landing – Riverfront Property Discussion The owners of Leo’s Landing requested at the February 14, 2022 City Council meeting to speak to the Parks and Public Property Committee regarding the land they lease from the City to operate their current business. The assessor’s plat that was completed for the downtown from 2019 is attached for reference delineating the land that Leo’s Landing currently owns. Certified __________________, 2019 FO RWA RD Department of Administration To: Parks and Public Property Committee From: Matt Wolf, City Administrator Date: March 17, 2022 Subject: Pickleball Court Request Discussion The City of Prescott was approached by Prescott Pickleball with the request to stripe several courts and potentially in the future develop dedicated pickleball courts. The group has four requests: A. Stripe four courts on the existing Tennis Courts at Public Square Park. B. Stripe a court on the basketball court at Public Square Park. C. Place a permanent storage bin for gear at Public Square Park. D. Create four dedicated Pickleball Courts in the future at either Public Square Park, St. Croix Bluffs Park or a future park to be created. The group has discussed that if we moved forward with constructing dedicated pickleball courts they would look for assistance in funding through grants. Figure 2. Representatives from Prescott Pickleball will be attending the meeting to answer questions about their requests. The have also prepared the attached document that discusses the benefits of Pickleball, background of the group, and short/long term goals. Recommendation Discuss the requests made and determine what requests the City would like to move forward with this year and potentially in the future. Attachments 1. Prescott Pickleball Prescott Pickleball March 2022 Why Pickleball? It’s been dubbed the game that is “easy to start, but hard to stop!” Pickleball combines elements of tennis, badminton and ping pong and is one of the fastest growing sports in America. The number of locations to play pickleball has more than doubled since 2010. Pickleball is incredibly welcoming to beginners but can also be challenging for advanced players who want to improve their strategies. Other benefits: • Great exercise; intensity is player’s choice • Fun, social activity where players can easily join a game and meet new people, with players regularly mixing up teams • Rules are simple and the game is easy for beginners to learn • Multi-generational appeal • Improves coordination, balance and agility • Can accommodate double the number of players on a single tennis size court • Community courts are an attractive amenity for homebuyers • Community courts can help retain senior population • Pickleball courts also attract visitors who patronize local businesses Background • First two Prescott outdoor courts available in Public Square in summer 2021 (shared with tennis courts) • Started with less than 10 players • Indoor sessions for winter 2021-2022 were held on Thursday nights, Saturday mornings and Sunday afternoons, with a session on Monday mornings for the senior Gathering Place • By January 2022, over 80 local residents were playing on a regular basis • Also regularly get 15-20 players from nearby towns for advanced play sessions on Saturday afternoons, as well as friends and relatives of local players at all sessions • Player age in Prescott currently ranges from teens to 80s Pickleball Group Goals • Additional outdoor courts to accommodate growth in community participation • Short term solutions for 2022 § Consider temporary lines on Public Square basketball court § Consider re-striping pickleball lines on one or both Public Square tennis courts to be two pickleball courts per tennis court • Long term solutions for 2023 and beyond § Build one or two courts on Public Square sand volleyball court that is rarely used § Consider re-striping pickleball lines on one or both Public Square tennis courts to be two pickleball courts per tennis court § Build courts at St. Croix Bluffs Park § Other locations? Staff would like to discuss with the Parks and Public Property Committee if they want to determine options for potentially moving the skate park in the future. To: Parks and Public Property Committee From: Matt Wolf, City Administrator Date: March 17, 2022 Subject: Magee Park CSM Proposal Background At the last Parks and Public Property Committee meeting in February, three options were discussed how the City could add two parcels to Magee Park that border it but are not officially part of the Park. The committee went with the final option, which is the most comprehensive. The City would work with Cedar Corporation to do a Certified Survey Map (CSM), which would go to Plan Commission for review. The CSM would show all four lots as dedicated park land. As part of this process, the City would also update the CORP to reflect the change. The CSM would then go to Pierce County to be recorded in all public records. Discussion Cedar Corporation has put together a proposal to complete the CSM for Magee Park and update the Comprehensive Outdoor Recreation Plan at an estimated cost of $3,500. Recommendation Approve the proposal by Cedar Corporation for $3,500 to complete the work of updating the Comprehensive Outdoor Recreation Plan and completing a Certified Survey Map for Magee Park. To: Parks and Public Property Committee From: Matt Wolf, City Administrator Date: March 17, 2022 Subject: Lifeguard Discussion Discussion Currently the City of Prescott has $10,000 budgeted for the funding of lifeguards. These positions would be hired starting Memorial Day (Monday, May 30) to Labor Day (Monday, September 5) and would work 11 am to 7 pm. Currently the issue the City of Prescott runs into is that the Prescott Beach is flooded until late June or early July making hiring difficult for lifeguard positions, as applicants want to make money throughout the entire break. This is an item we would like to discuss with the Committee. Below are the following hourly wage ranges for lifeguard positions in surrounding communities: River Falls, WI $12.00 - $17.00 Washington County, MN $15.64 - $18.04 Hastings, MN $13.00 - $19.00 Given the wage range above it is recommended that the City of Prescott set their wage range from $14 - $16 per hour depending upon qualifications to be competitive with surrounding communities. With two lifeguards on during a shift (16 hours per day and 98 days through the summer) this would equate to a cost of $21,952 to $25,088. Ideally the City would be looking to hire 4-5 lifeguards that can cover the shifts throughout the week. Currently the City of Prescott has a Planner position budgeted for the whole year at $55,000 plus benefits, however the current Planner will not start full-time until the end of May which results in a cost savings of $18,190. The City would use these funds to bridge the gap to hire the lifeguards at $14-$16 per hour. Recommendation Discuss the hiring of lifeguards at the Prescott Beach and what the Committee would like to do regarding the flooding situation at the Prescott Beach.
