Parks and Public Works Committee Meeting Minutes
January 16th, 2023
Pursuant to due call and notice thereof, a meeting of the Parks, and Public Property Committee
was held, January 16th, 2023, Municipal Building, 800 Borner Street, Prescott, Wisconsin
54021. The meeting was called to order at 5:16 pm
Committee Present: Bailey Ruona, John Peterson, Pat Knox
Committee Absent: None.
Staff Present: City Administrator Matt Wolf, Planner Carter Hayes, Public Works Director Mike
Kinneman
Others Present: None.
1. Approve Minutes for November 29th, 2023.
Ruona motioned to approve the minutes for November 29th. Peterson seconded; motion
passed (3-0).
2. Public Works Items
A) Review of 2024 Public Works Work Plan
City Administrator Wolf presented details about the Public Works 2024 work plan. The
committee expressed approval for both the plan and its specifics, while also expressing
concerns about the workload for the year. Committee Member Peterson inquired about the
funding status of the projects, to which City Administrator Wolf responded that the majority
of them are funded. Additionally, it was noted that some projects will require additional
bonding.
B) Review of Wisconsin Department of Transportation Financial and Maintenance
Agreements for USH 10/STH 35 Projects
City Administrator Wolf provided information about the USH 10 & STH 35 Maintenance
Agreements. If signed, the City would assume responsibility for all elements of the roadway
outside of the traveled lanes. Committee Member Ruona inquired about the current
maintenance of state and US highways. DPW Director Kinneman clarified that they are not
regularly maintained by the current responsible party. The existing retaining wall was
discussed, and the DOT mentioned replacing six top layers. However, DPW Director Mike
Kinneman suggested replacing the entire retaining wall. Committee Members Ruona and
Peterson expressed interest in contacting representatives about the maintenance
agreements. The issue will be brought to the council for an update during the larger council
meeting.

3. Parks Items
A) City of Prescott Tree Survey and GIS Information
City Planner Carter Hayes provided details on the Tree Inventory. The Committee
expressed a preference for the tree viewer application. Committee Member Ruona
requested that staff make the application available online to the public.
B) Magee Park Update – DNR Grant
City Administrator Wolf provided an update on the Magee Park trails project. The City
officially received the WDNR Knowles Nelson Stewardship Grant. Committee Member Knox
inquired about the funding, and City Administrator Wolf mentioned the possibility of
temporary borrowing from other city accounts for a short period. Committee Member Ruona
asked about the status of the land in Zone 2. City Administrator Wolf updated that the
current landowner is considering development of a small subdivision and collaborate with
the City on constructing various components of the subdivision.
Committee Member Ruona motioned to forward the proposal to Council, Peterson
seconded; motion passed (3-0).
4. Other Business
a) Freedom Park – Shed Request
City Administrator Wolf provided details about the shed request. The request involves the
Prescott School District constructing the shed through one of their classes. The Committee
expressed a preference for City Staff to mandate the design and location of the shed.
b) Riverfront Improvements Phase 2 Public Information Meeting – Thursday, January 18 at
5:30 PM.
Ruona motioned to adjourn. Peterson seconded; motion passed (3-0) at 6:16 pm
The next Parks Committee meeting will be February 19th, 2023, at 5:00 PM.
