i. Cardboard, Chip boxes/board, paper, mail–Mixed Paper, Food Boxes, Mail,
Aluminum Cans, Steel/Tin Cans
ii. Drinking Bottles, Milk Jugs, Plastic containers: Plastic 1 or 2 ONLY. Remove
plastic tops, rinse, crush.
1. #1 (PETE): Soda-pop bottles, cooking-oil bottles, beanut-butter jars
2. #2 (HDPE): Milk, water/juice BOTTLES (not boxes), bleach, detergent
bottles, margarine tubs
3. 1’s and 2’s are anything that has a screw-on lid.
4. Whip cream containers that do not have a screw on, cannot. Yogurt
containers cannot.
iii. Paper Bags/Paper packaging
c. DON’Ts
i. PLASTIC BAGS – damages machinery. Take plastic bags to grocery stores that
participate in plastic bag collections. Anything in a bag is garbage.
ii. Bagged recyclables/trash – damages machinery if bags containing trash are
opened on conveyor belt. Inspecting bags is a safety risk to handlers so bagged
trash will be sent to trash without inspection. Place recycling materials in
bag-free containers.
iii. Glass Containers
1. Broken glass imbeds into other recycling material contaminating other
recyclables and must be thrown out.
2. Take glass containers to the Glass Recycling Bin at 100 W 300 N (SE
Corner of Smiths parkin glot in the previous RC Willey parking lot). Do
not place bags or boxes in the Glass Recycling bin.
iv. Electronics –
1. Take to SUVSWD transfer station.
2. TVs and large electronic items can be recycled during the Spring and Fall
clean up.
v. Textiles / Clothing – donate to thrift stores.
vi. Wax-Coated Boxes – trash bin
vii. Plastics #3-7 – Trash bin – no market
viii. Shredded Paper
1. Professional shredding companies – fee
2. Privately shredded cannot be placed in recycling – falls through rollers
and machinery belts.
3. Place in bags and put in trash, but do not place in bags for recycling.
ix. Aluminum foil, trays, pie tins
1. Despite aluminum being recyclable, used foil/tins have baked on food
and oil residue, even after washing, that contaminates other items.
x. Other: Tissue paper, paper plates and cups, carbon paper, diapers, Styrofoam,
wet material, paper, milk/juice BOXES, kids toys, baby pools
xi. Scrap Metal – take to Western Metal, they pay for scrap metal.

i. Plant 1000 trees, at almost 400 trees planted.
ii. Coordinating with neighborhoods. City provides trees, volunteers provide labor
to plant.
iii. Council provide matching grant funds.
iv. Question: What kind of trees are you planting?
1. Matched by city forrester for specific soil/water needs of the location.
Need to know location in advance.
v. Planting larger trees, 3-5” diameter trunk, hole planting big. Generally takes 3-5
people 2-3 hours. Planting appropriate trees for the location. Not planting
during later summer, early fall because it’s too hot, not planting then. No fruiting
trees.
vi. If interested, can be a couple different locations, neighbors pick, city will drop off
trees with a meetup time.
vii. What type of locations, parks? Couple of parks done coordinated with Parks
department. Most would be smaller ___.
viii. Do you take donations? Financial, not tree donations. Very successful with
Sequoas Gigantis.
ix. Can we add trees we’ve planted to the city count? It’s a city initiative. I have
three trees that need to be replaced this year. Can talk to city.
x. Grants from Ivory Homes Foundation and Nature Conservancy.
xi. We will drop off trees, council provides matching funds with labor.
xii. Feedback: Cottonwood will drive people nuts, Quaking Aspen will destroy an
entire neighborhood. Maple trees will die within 2 years.
xiii. City board, energy department, can talk to Chaz.
xiv. Minimum size? if want 10 trees, root no minimum? Need enough people to
plant the trees. 2-5 people, 2-3 hours. Long time, trees we get will survive.
xv. What trees to plant, 2016 Westridge Rotary Park 5-6 evergreen trees fell over,
neighborhood large trees fell over. Park renovation replaced with more
evergreens. It matters how large the diameter hole it is. Yes putting soil back in
but the loosened soil makes a difference.
xvi. Who will water the trees? Property owners.
xvii. Does it not go against xeroscaping? Trees in park still provide huge benefits. Still
need water for trees even if xeroscaping.
xviii. Trees reduce water loss in the environment around them with the shade they
provide. Less hot. How to use water wisely, not wasting, urban trees are
important.
xix. Landscaping class will answer a lot of questions.

xxiii. Classes on tree management? No. Fruit trees - covered in landscaping class, QA
session with forrester, Parks, US Extension office to answer questions.
xxiv. Soil health is foundational, keep an eye on the water foundation for updates.
4. PLANNING ITEMS
a. Ryan McCoard – Zone Map Amendment request to change A1.10 (Agricultural) Zone to
the AI (Airport Industrial) Zone to build warehouses at 3155 W. Center Street. This is the
triangle between Center street, Lakeview Parkway and Lakeview Drive.
i. Who we are: back in 1989, grandma Deanna McCoard and my dad started
Sunshine Greenhouses on 3110 W & Center Street down by Provo airport,
couple greenhouses.
ii. Now do Smith’s Marketplaces, supply the flowers for Fred Meyers and IFAs here.
iii. Purchase farmland around us. Over time as Provo city put large road through,
paratitioned a piece of our property off. Will not be able to build greenhouses
on it.
iv. Looking to build warehouses. Mentality to do things ourselves. We are part of
this neighborhood, my dad goes to bed 20 yards where these warehouses are
going in. Not an outside developer.
v. We are talking with city planners, city architects, learning process. We are part
of this neighborhood.
vi. It’s where the landscaping materials are presently. Looking to rent out the
warehouses, 5000 sf, plumbers, small businesses.
vii. Will be like in North Lindon by Cooks with large chip-ups or smaller? Smaller,
warehouses down the road, they are a little bigger. We will build cinder block
and shorter.
viii. Can you put parking on inside, building on outside?
ix. We are getting zone map approval to get zoned changed. Will work with city on
building plan process, get the concept building permit. This is just a general idea.
x. How does zoning it Airport Industrial (AI) differ from Commercial? Zone city has
come up with this for activities around the airport.
1. Specific to airport-related uses and scale: Lowered heights from other
industrial, design standards, specific look, taylor to airport with this
zone.
2. Contiguous with other airport zoning?
3. It’s general plan II, so not currently but in general plan part of that
airport-related function.
4. Zoned AI zone already but it’s planned to be…
5. Eventually all AI all throughout? Yes.
b. Garrett Seely - Zone Map Amendment request: Performance Development Overlay or
PD Zone to be applied to 16.5 acres of land in the R1.8 (One Family Residential Zone to
create a 56-unit Twin Home development at 1069 N Geneva Rd, Lakeview North

i. Waite owned property 35 years, selling.
ii. Challenge 1: Large power transmission line cuts bottom west half cuts property
on an angle.
iii. Challenge 2: Large well
iv. R18, asking to change to PD overlay. We will take the 16 acres, 56 lots as-is. We
will condense those 56 lots to Twin Homes the the usable side. We will not
disturb the wetlands, will not build under power lines.
v. Connect two roads. Powerlines section, wet area. Will need a 404 permit to
connect this road through wetlands for connectivity.
vi. 404 permit goes through Army Corps of Engineers for displacement of the width
of the road to connect there. Either have to pay to displace wetlands or create
the same amount of wetlands on the site. However, there has been a recent
finding with the Supreme Court in June talking about isolated wetlands. Talking
with our wetland consultant: Caitl… Environmental, they believe this is an
isolated wetland. It’s piped, goes to another piped, not navigatable. If it’s isolate,
just need to connect the road. Official language ruling Sept 2023.
vii. How will you prevent further development in the wetlands later on.
1. Our intent when we do the … this whole area will be the PD overlay,
nothing else will be built because we’ve used the full density and put it
into one area. So further development is prohibited by the city.
2. We want to leave the wetland the way it is. We don’t want to disturb it
because once you disturb or take away the water that’s there and try to
re-use that resource, soil issues have to be dealt with, a lot of peat
moss, will not just affect this area but would collect all the neighbors
around it.

5. Picnic area and walking trails under the powerlines.
6. Middle open space is for amenities for residents there.
7. Will there be a walking trail around the wetlands? No just on sidewalks.
Once start disturbing that area, more problematic.
8. How will this be managed? Will it be a mosquito trap/breeding ground?
9. Managed by an HOA. Going to the PD, the residents will then be paying
for weed abatement, mosquito abatement, mowing, clean in general.
10. Will passage be restricted? Roads all public.
11. If you do not have to use that piece to mitigate wetlands, how will it be
used? What you see is what we will do.
12. Will you do anything to mitigate it being bought by investors? HOAs can
prohibit corporate purchases. Has to be owner-occupied for at least a
year. Can you include that in your CCR? Not purchased by corporations
to rent but ownership.
13. Regular 2-story building.
14. Increased area traffic, speeding. Speed bumps? Deal with planning and
public works. Highly doubt it because there is no straight shot.
15. Subdivision like this, likelihood of speeding will not be an issue because
of how tight this site is. It is not long and narrow.
16. Good street design because of turning movements and lots of
intersections.
17. Powerlines go across, large power pole, slow people down and push
them around.
18. Parking for visitors? Standard right of way built to city standards. 20-ft
driveway, 2-car garage, on-street parking. Some areas can fill in
additional parking but dont think its an issue. will work with planning.
19. Units 1495 to 1700 sf. good size units. 3-4 bedroom units. 2.5 baths.
Garage in front.
20. Can you talk to Aaron about the CCR?
c. Judy and Barry Finch request a Zone Map Amendment from the RA (Residential
Agricultural) Zone to the A1.1 (Agricultural) Zone for 4.82 acres of property at 358 South

i. Why we are asking for this zone change: Zone amendment first.
ii. Home on 5 acre lot, when built home required to have a ½ acre zoning, ended
up subdividing. Request to make this RA to an A1 zone to match the other
property.
iii. This is a working farm. No questions on the actual zone change. Planners
excused.
iv. We were here in April requesting zone amendment for a barn project.
1. West Side Neighborhood Plan, the last space to have agriculture open
space in Provo.
2. Westside Plan Policy 1: Preserve agriculture by identifying obstacles to
support agriculture, whether it’s traditional or non-traditional farming.
Encourage agritourism to provide agriculturally themed open
space…respecting Provo’s agricultural heritage.
3. Map of Provo City’s General Plan: Light green is agriculture. Other light
green with lines through it is wetlands cannot do anything. The ONLY
space that is light green in Provo and NOT in the wetlands is our
property and the adjacent Hinckley farm. There are other agricultural
spots but Provo City’s General Plan does not seem to have any plan to
save agriculture. The bottom of map with green is the other side of the
airport in the middle of the lake. But the westside Plan has a big
agriculture preservation focus the policies.
4. This project is in complete harmony with the city’s long-term general
plan for Provo’s west side.
5. City staff and planners have not been enthusiastic about this project.
Every item in the city plan supports agriculture.

7. Zone Change Request: Change 4.82 acres with one house from RA to A1
to have animal rights. This home zone change is the first step to building
an event barn with petting zoo.
8. Future request for zone change on our adjacent property to section off
the house on that side to sell to our son. It would be an RA ½ acre log.
This will help to fund the event barn building on the A1 property.

11. Want to separate this home to be an RA ½ acre lot to match this acre
12. These two zone changes will help us build a beautiful project that will
preserve our farm, to build the Finch Family Farm Event Barn and
petting zoo barn.
13. Mission: Provide a venue where families can gather to celebrate special
events in a farm ranch atmosphere with hands-on animal experiences.
14. This agritourism/agritainment will provide additional revenue to save
our family farm while having a positive impact on the community. This
project will improve the current site.

v. Requesting zone change to allow a commercial event barn with agricultural use.
vi. Proposing conditional uses to protect community and address city’s concerns.
1. All parking will be on the property.
2. Sound and vibration will be contained inside the barn.
3. Security and staff provided as-needed.
4. Barn will be agricultural in design, Post and Beam construction
5. Gazebo and grassy area in the back.
6. Animals in the landscape with petting zoo and other farm-life
experience. Farm experience will be part of the activities with the event
barn.
7. Project will sit on 1 of our 9 acres. Remaining 9 acres will continue in
agricultural use.
8. Lighting will be similar to church and school next door.
9. Single-point access/entrance to property with a gate.
10. Increased traffic will be minimal, similar to a Sunday morning.
11. This will preserve a 70-year old small family farm, a pocket of agriculture
in a residential area aligned with Provo’s Westside General Plans to
support and preserve agriculture.

14. Provides an agriculture event cent that does not currently exist in Provo
but in surrounding cities.
15. Offers a large group special events venue.
16. We live on the property. The first of our research was to find out what
knid of building could I build to not negatively impact my neighbor? How
do we contain sound? Post and beam is the most expensive building
option. It will have the best insulation. We’ll have double doors like at
church where you go out one, then there’s another set of doors to
provide a sound buffer.
17. 50-60 cars in evening on Fridays/Saturdays. Parking contained on
property.
18. Make any future projects like this subject to same rules, alcohol, live
music, past 10 pm will have security.
19. Design will be agricultural. No outside metal building materials will be
used except for roof.
a. Structure including parking will not occupy more than 1/3 of the
total property. Managed single-point of access by invitation only.
No additional patrons will be permitted when parking lot is full.
b. Off-street parking would be provided for each four (4) occupants
based on maximum occupancy.
c. Provo City sound ordinance would be adhered to. The building
would have double-doors with a foyer to mitigate noise.
d. Security (1 per every 100 people) will be provided at live music
events, when alcohol is served and event time exceeds 10 pm.
e. Lighting shall not shine beyond property and will comply with
Provo city code.
f. All activities will end by midnight.
vii. Feedback:
1. Beautiful plan, right thing to have, beautiful concept on the west side,
make us all proud to support.
2. Manner in which you’ve applied for conditional use that would allow
other A1 properties not to be as respectful as you. Once you allow this
commercial use, opens up for all A1 properties to have this type of
edifice.
viii. Response:
1. Any project in the future would be subject to the same mitigation and
conditional uses. That is why they are there, to protect.
2. If all A1 in Provo wanted to build a beautiful barn with all those
conditional uses, why not allow it?
3. Others would still be beholden to these conditional uses.
4. Feedback: Once you make conditional use for a rentable venue, where
does the stipulation…exist. Conditional use does not have stipulations.
5. Planning commission debating. They prefer a …? stepdown to
…agricultural
ix. There are only two farms in all of Provo where the operator/owner of the farm
makes their entire living off farming: Me and the guy next to me. Our farm, that
I’ve been running my entire, life is going into a 100 acres of b… We got
impacted with the new project the city is doing and I’m fine with that. But it puts
me in a position where I either sell to a developer or I find new agritourism ideas
which the long term plan supports and says we should develop. That’s what we
are trying to do. Told my whole life I should do it, seriously considering it the
past 5 years.
x. Response: It’s a wonderful project. Want to start selling slots, will start booking
out before you finish the build. Great addition.
xi. Aug. 01 is the meeting.
xii. City is not against changing to A1. Makes building the barn easier. Makes the
amendment only affect the A1 zone as opposed to RA and A1. They are against
he amendment to build the barn.
xiii. Matt Peterson – Would like to see the specific wording that would be statute
regulate noise others would be bound to. I’m worried about others and not the
current good intentions and verbal commitment to build a quality building.
xiv. Mitigation Sentence - building has to have an agricultural style but prohibits a tin
building. Everyone has to follow the sound ordinances.
5. Shoreline Middle School Safe Routes Status
a. Vern Keesler, Provo City Engineering
i. Met with Dixon MS to give them maps showing where sidewalks do and do not
exist at the new school. Propose asphalt walking paths.
ii. Comments required June 1, 2024. June we will get more information after June
01, 2024.
iii. Derek Anderson, Provo City School District – Just starting the conversation on
this.

iii. Becky Bogdin: Able to find the third bus so everyone north of tracks should be

v. Two buses going west up to Dixon, 3rd bus North and south. couldn’t fund the
3rd bus, found a bus doing an elementary route that could. Fund 3 extra buses
needed to run all north of the tracks. Found 3rd bus three weeks ago.
vi. Will not have real information until next year.

i. Lakewood Park - place to put cement slab and picnic table.
ii. Add benches in shade, all are in sun. They will get back. Had to turn on
sprinklers.
iii. Looking to put cement slab on north side where 3 shade trees, picnic table.
other side has one tree mostly dead.
iv. Major concern, reason playground equipment was removed from the north end
of park is it’s too close to traffic on 500 W.
v. One tree on south side, may take it down. Would be putting another bench in
the sun.
vi. We get credit for 1000 tree project. Doesn’t solve shade now.
vii. Utah power and light property – anything that goes onto that property needs to
be approved. Chaz would know. .
viii. Look at volunteer credit hours for tree planting in coordination with Utah Power
and Light.
