Neighborhood District Meeting Report Neighborhood District 4 __ Meeting Date _7/27/23______ __ File # ____________________ Meeting conducted by (name and title): Beth Hedengren, District Chair Number in attendance: 37 (25+ in-person, 12 online) Was a city representative in attendance at this meeting: 1. Jeannie Atherton, Provo City Fire. Jeannie discussed WUI (Wildland Urban Interface) and how to create a fire defensible space around a home. This discussion is best summarized at the link https://www.provo.org/home/showpublisheddocument/19388/637503588723500000 She discussed why this is necessary, even if one’s property is not next to “wildland” areas. An example was a fire in Reno, NV where embers from one home ignited adjacent homes. She suggested that people can sign up for alerts at https://alerts.utahcounty.gov for information regarding emergencies and other important community news. The fire department will use this system to give updates on fire threats in the city. For more info including signing up for a home assessment, contact her at jatherton@provo.org. Favorable feedback (be specific): Concerns raised (be specific): 2. Carla Gordon, Desert Mulford, Provo Library. Carla and Desert discussed the Library Outreach and Mobile Van Programs. The van goes everywhere in the city—i.e., parks, community centers, assisted living facilities. The van contents include books, video materials, etc. that can be checked out. Carla also mentioned other items available at the library for checkout, including video, board & card games; telescopes, book club selections (15-20 copies); a movie projector, a sound system, a bike tune-up kit, and internet hot spots. In-library facilities include VR headsets, a studio for filming and recording, a digital camera, and a seed library. Favorable feedback (be specific):  Concerns raised (be specific): A resident asked if the Storytime program could be extended a couple of months, maybe to include May and August?) Public Comment: 1. Rachel Breen (Murals on city pathways have been painted over and plaques celebrating them were made. One will be giving to the artist and Rachel will keep the other for future use) 2. Barbie DeSoto (Raised concerns about speeding in the Grandview area, especially on 1460 N, Grand Ave, 1730 N. Concerns about extending 1500 W to 2000 S and connecting those two streets. Worried that 1500 W would then become a city artery and with the integrated steep hill, speeding would be worse. Strongly against this connection. Also, wondered about better city-wide intersection crossing plans) 3. Bob Ridge (Asked when the Provo River Trail would be completed—Summer of 2024.) 4. Shelley Jensen (300 W leading to Cougar Blvd is a narrow street with full parking on both sides of the street. More cars are using the street and are speeding, causing safety concerns. Is 400 W a better alternative? Better signage for this?) 5. Amy Ollerton (Talked about converting current landscapes to more waterwise landscape designs. Surrounding cities are supporting lawn buy-back programs and other landscape conversion programs. One such statewide program, operated by Utah Water Savers, is called the Landscape Incentive Program. More info about this program can be found at https://conservewater.utah.gov/landscape-rebates/. Provo has not yet adopted the water efficiency standards necessary for our city to be eligible for this rebate program. We should pursue asking the city to adopt these standards so residents can take advantage of it.) 6. John Dye (Asked if the city has a plan for continuing sidewalk ADA fixes.) 7. Tanner Bennett (Joaquin neighborhood, city council candidate. Discussed the Food and Care Coalition program’s need for hygiene products. They have currently run out completely. He’s running a campaign for donations to this program.) District 4 Project Reports and Upcoming Events: 1. North Park Sidewalk Project (pictures shown of completed project) 2. Carterville Hill Path Project (a brief summary of this ongoing project—next year’s matching grant project) 3. Lion’s Park Hillside Project (hillside cleanup scheduled for August 12; announcements and flyers to be sent around the neighborhoods; Facebook posts as well) 4. Carterville Intersection (turn lanes and signage added; still waiting on asphalt “do not block” stencil)  5. Parking on 1500 W near Rotary Park (on-going assessment of number of cars parking on both sides of the street and in the yet to be completed parking lot. Perhaps the new sports park to be completed next year will alleviate the congestion. Concerns about safety, bike lanes and alternative parking methods are continuing) 6. Noise levels from LaVell Edwards Stadiums (tabled until next meeting) 7. Announcement on planned Grand Re-Opening of Rotary Park (Re-opening date yet to be assigned.
