District 1 of Provo City Meeting November 9, 2023-- Next Meeting January 24, 2024 Meeting started shortly after 6:30 with a Prayer and Pledge of Allegiance. The meeting was conducted by Matt Wheelright. The agenda was followed as follows: Department Topics: Traffic report for District 1—Notes from school and traffic manager below • Link to Traffic report: 638344538680670000 (provo.org) • Link to spreadsheet of tickets issued August-October: www.provo.org.xlsx (live.com) Provo City School updates—Lisa Boyce and Melanie Hall indicated that the schools watch traffic patterns and cars are slow as the number picking ups children. Concern is on the scooters and E Bikes that are of different classes. State Law restricts those 8 and under and those 14 and under and 16 and under regarding the E Bike classifications. District going to set policies as per the State regulations. School leaders will decide by late afternoons if storms are forecast what will happen the next day and if school will be set forward 2 hours or if school will be online so everyone can plan accordingly. Board working on Strategic plan and will be seeking input with a goal of finishing by April of 2024. Shoreline School is finished and plans need to be made in regards to what to use Dixon School for. Camp Big Springs had much damage over last winter and a decision needs to be made on whether to continue 5th grade camp or use for other reasons. • Link to Provo School District slides: PowerPoint Presentation (provo.org) Non official review of possible Cirque Condos off Canyon Road: Attached slides discussed with following issues mentioned in the discussion: 7 and a half acres, Will need to be rezoned from Agricultural to high or medium density, owner owned condos with 74 units of mostly 2 bedrooms, will landscape and build to fit the area of the canyon and Sundance, counseled to follow the city code for University Avenue, review in planning the Fault line, fires and road challenges, will not cause problems to the trail, And hopes if all goes well to start in a year and finish in 2 years from now. • Link to Cirque Condos presentation slides: Layout3 (3) (provo.org) Discussion of Student recommendations for Planning and City Council: It was for sure that the students and District 1 did not agree with what was discussed in previous meeting. All four of their goals were not in accordance with citizen input. It was decided by a vote of 18-0 to send a letter to the Council indicating we are opposed to their goals. She was given a big thank you by the 35 in attendance.
