Minutes for District 1 Meeting - January 24, 2024
Stan Jensen conducted and the number in attendance at one time in the meeting was 52—not all residents of
the District. All Neighborhood District 1 Executive Board Members were in attendance (all in person except
Bonnie Morrow, who attended by Zoom).
#1 - Laura Middleton gave the Prayer and Matt Wheelwright led the pledge.
#2 - Northeast Area Plan for Riverbottoms, North Timpview, and Sherwood Hills Neighborhoods (City Planner
Hannah Salzl).
Technical problems led to a decision to hold a separate meeting for Area Plan discussion.
#3 - David Bragonje requests a Zone Map Amendment from the A1.5 (Agricultural) Zone to the HDR (High
Density Residential) Zone to construct a new 74-unit apartment building, located approximately at 5610 N
University Ave. North Timpview Neighborhood. PLRZ20230325 (applicant David Bragonje, City Planner Aaron
Ardmore).
Items and concerns during discussion of project: Concern on traffic on Indian Trails road, most units will be 2
bedroom, improvements will be made to water and gas lines to connect under University Avenue, will provide
1 and a half parking stalls per unit, willing to do development agreement that no more than the proposed
units will be built if entire 7+acres is rezoned, instead of high density it may be better for medium density as
per the height differences in the two zones, plans were in the works to improve the road in and out of the
area, voting to take place on three things—for or against project and high or medium density.
Vote by district residents only: Against project 18; For High Density 5; For Medium Density 20.

#4 and #6 - Selection of Neighborhood District 1 Chair, Vice Chairs, and Secretary: Sharon Memmott Chair,
Matt Wheelwright and Stan Jensen vice chairs with Stan Johnson secretary.
#5 - 4800 N University pre-project presentation (applicant Julie Smith).
Proposed project on N Foothill and University corner: 260 units of multifamily use with town houses and
apartments, town houses for sale and apartments for rent, 2.5 acres in line with Provo City General Plan, ok
for sewer needs in city plan, one and a half parking stalls per unit, upper level pool area for resort type feeling,
transportation easily assessable, walking distance to the Riverwoods Mall across University, will be managed
by professional company, cars will come in on right hand turns, buildings too tall, gate will only allow residents
into area, need a grocery store nearby, Nelson mortuary will lose their view, Have more owner occupied, this
type of project belongs on this property, project will not work financially if units have to be cut as per the
height.
Vote by district residents only: For the project 10; Against 23.
