May 15, 2024 | Provo Neighborhood meeting Attendees: Board Members: Tiffani Lehmitz, Haley Glenn, Andrew Terry, Shaun Hilton, Brooke Barnes 47 total attendees Department Topics: ● Traffic study on Provo Center street ○ 5 crashes with no injuries, 1 with suspected injuries ● 3 day traffic study in march 2024 ○ 85th percentile for speed was was 41 mph eastbound ○ 43 mph westbound ○ About 6720 vehicles a day ○ Maybe put up a speed feedback sign on center street? ■ Feedback was positive and supportive from the residents ● Provo river bridge at 820 N ○ Bridge is 64 years old ○ Smallest width on the entire trail? ■ Columbia lane is much more narrow ○ Number of deficiencies on the bridge ■ Not wide enough, especially for pedestrian and bikes ○ Looking to build for the future. ■ Meaning capacity to widen in the future, but keeping it 3 lanes currently ○ Would cut off access from 2 additional roads ○ Only one potentially impacted home ○ Speed limit will stay at 25 mph ■ Some concerns about potential changes to the speed were noted ● Emergency Communications ○ alerts.utahcounty.gov ■ Sign up for emergency notifications ● Parks update: ○ West Park: ■ Basketball court, swing, irrigation ■ Expected to be done in July. Reseed grass in September ○ Delta Gateway Park ■ Contractor has been selected and will start this month ■ Playground, restrooms, access to trails ■ Planned to be done in 2025 ○ Utah County will repave Provo River Trail on their section ○ Fort Utah park  ■ 4 plans ■ Replace skate park ■ Playground and restroom ■ Open house on June 26th @ rec center ■ Option 1 ● 90 to 170 (extend on stall ■ Option 2 - extend towards rugby field ● Total is 176 ■ Option 3 - connect to 150 ● 226 stalls ■ Option 4 ● 240 stalls ■ Residents were very much in favor of increased parking ○ Epic sports park ■ First 15 fields will open in the fall ■ Streets will be paved in August ■ Parking ● 70 parking stalls per field is the recommendation, we have 83 ● Lots of concerns over parking - this also came up later ○ Will there be enough parking when the facility is hosting large tournaments ○ Bus parking being at the top of the park ○ Columbia lane and state street crossing ■ Improvements are being designed now ■ Scheduled for 2025 ■ How can we help the bridges not flood ○ Footprinters ■ Not on 5 year plan ■ Residents concerned about lack of upkeep. Seems like a missed opportunity with the new middle school literally next door Planning Items: ● 3450 W Center Street zone change from R1.8 (one family residential) to AI (airport industrial) 24 acres ○ Airport Industrial uses? ■ Light industrial, air cargo, hotel ■ ○ Property to the east is already airport industrial ○ Vote: ■ 9 yes ● Fits the general plan ■ 9 no  ● Concerns about preserving river and trail access ● Attractiveness of the buildings ● Is there demand for more buildings like this? ● ● Rezone from OSPR to SC2 by regional sports park ○ Permitted uses of SC2 ■ Retail, food, hotels, gas stations, personal services, gyms, amusements ■ 5 acres of land ■ City owns the land and leases it back ■ Vote: ● For: 15 ○ Bring amenities into west side ○ Reduce traffic through neighborhoods ● Against: 4 ○ Eating into overflow parking ○ City owning the land and leasing it Provo Delta Project: ● A lot of info available on the website. Provo river delta project ● Respond to comments: ○ Set up for fish and people. It helps with water conservation ○ Aeration of water in old provo river ■ Adding more of those ○ Mosquito concerns ■ Working with utah county to do monitor and control ○ Every second saturday they have tours at 9 AM ○ No bridges on the old trail by skipper dike ● Observation tower School district School district boundary changes are coming up ● Check out the school district website School cell phone district
