Oct 30, 2024 | Provo neighborhood meeting Board Members in Attendance: Shaun Hilton, Andrew Terry, Tiffani Lehmitz, Haley Glenn. City Councilors in Attendance: Katrice MacKay, Becky Bogdin. State Representative in Attendance: Marsha Judkins. Number of Meeting Attendees: 33 (29 in person, 4 on Zoom). Link to Zoom video (first 8 minutes has no picture): Neighborhood District 3 Meeting 10/30/2024 Notes Zone Change to R1.8 PD for The Meadows at utah lake (off 1100 W, but north of the stake center ● Parking issues? ○ Require 3 off street parking spots per unit ○ Will require meeting current density ● Will have to preserve the creek area Zone Change to R1.20 at 2000 N and Geneva Rd ● Land is owned by provo ● Workforce contingent housing (for provo city employees) ○ In perpetuity, so even when its sold it has to stay with provo employees ● 2 car garage townhomes ● Land trust for Provo Housing Authority (their trust arm of it) Hannah Peterson (from district 2) talking about ADUs ● Pro’s of ADUs ○ Affordability - especially for first time home buyers ○ Better maintained than a duplex ○ Homes with ADUs were selling for more ○ Houses rented as duplexes generated more income ● Con’s of ADUs ○ Homes converted to ADU never went back to being single family homes ○ Not many kids in school in homes with ADUs ○ More transient ○ Parking issue ○ Not owner occupied ADUs have to have rental dwelling license Have to provide off street parking Why are ADU’s allowed on the west side?  Comments: - some concerns with ADUs and the negative impact on the community - limited by state to only fine $1000 - how do we balance allowing ADUs and preventing duplexes? - still want to keep them as a tool for home owners - how do we keep them owner occupied Options to handle this? - Limit parking - Require owner occupancy for HOA Lots of concerns about this topic. Epic Sports Park: FAQs page Where did the idea come from? - Seems like it is mostly economic? - How to make money from it - Will there be an increase in costs for local recreation fees to pay for this? - Can we get parking unlocked? Comments: - It doesn’t feel like the community near the park is benefiting from it - It wasn’t communicated to the community that it would be locked, or that it would cost to play there - Getting more traffic in that area ( on 600 S) - Speed limit / sign was in the wrong place - Potentially wanting a traffic study for the impact - Concerns with speeding coming out of the park - No stop sign heading north/south with the park - Interested in the costs of the park - It would be nice to have parking unlocked on non-tournament gates - Miscommunication with the community about expectations - Doesn’t meet the needs of the community - Wanting more input on the park - Walking path was isn’t a loop - Frustration about the plan for the park. Feels like things were kept secret intentional Traffic study 1020 South Study was done in March before the Middle School was opened Report the crashes so that it can on their reports Things have changes since then. We can request another study soonish? 500 W 1200 South traffic study - 2 crashes - Speed monitoring in April - Definite speeding on 500 West - Deploy speed radar from police  - Comments about the speed being excessive, especially on roads with homes Widening Geneva/Center street Not likely to get funded soon, since the streets aren’t at capacity Trail along Geneva road - Studying impact in 2025 Finishing Lakeview Parkway - Project published in 2025 - Two lanes and trail - Connecting to Geneva road Center street westbound speed sign - Done Sidewalk on 600 S Installed on 2025 Storm water project on 600 S and 1100 W Being done now 1600 West - Nothing planned right now - Will develop as land develops Provo School District Updates: - School committees - Fill out forms to get on school committees - Dixon middle school - Building will be demolished - CTE building? - Move Timpanogos elementary there, and move CTE school there West park has been upgraded!!
