BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – JULY 5, 2022 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Diane Hastings, Cheryl Bowman and Jim Kreider. Mayor Anthony Cavallaro, Chief Rick Beighley and administrative assistant Michelle Evans were also in attendance. Public Hearing – Good’s Store – Petition to Rezone: Good’s Store Limited Partnership is requesting the five (5) properties that they own on West Fifth Street surrounding the store be re-zoned to C-1. Three residential buildings will be taken down and the current store will be expanded. They are also changing the entrances and exits to their store. The following members of the public asked questions as follows: Craig Ausel, 410 Quarry Place Patty Monk, 322 W. 5th ST. Apt. F William Jackson, 322 W. 5th St. Apt. B Edi Jo Dalton, 322 W. 5th ST. Apt. H Questions included the time frame of the project, will rent increase, will they get help in relocating, and has a traffic study been done? Good’s Store representatives answered questions as follows: time frame is 2-5 years, rent will only increase if renovations have to be done to the building in the 2-5 years, they are going to ask their property manager to help people relocate, a traffic study will be done with the Land Development Plan. There being no further questions a motion was made to grant the request from Good’s store to rezone surrounding properties they own to C-1 by Councilwoman Bowman and seconded by Councilwoman Noel. The motion passed unanimously. PUBLIC COMMENT: No public comment. APPROVAL OF MINUTES – JUNE 6 2022 REGULAR MEETING & JUNE 13, 2022 WORK SESSION: It was moved by Councilwoman Hastings and seconded by Councilwoman Bowman that the minutes of the June 6, 2022 Regular Meeting and the minutes of the June 13, 2022 Work Session be approved. The motion passed. MANAGER’S REPORT: Fritz Avenue Time Extension Request Approval: A motion to approve the 90-day time extension request from RGS Associates for the Fritz Avenue Quarryville Borough Council Meeting Minutes – July 5, 2022 Subdivision was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. Proposed Ordinance No. 436 Amendment: A motion to adopt proposed Ordinance No. 436 amending the rental inspection ordinance was made by Councilwoman Noel and seconded by Councilwoman Bowman. A spelling correction was noted, and the motion passed unanimously with the noted correction. Providence Township Intermunicipal Agreement & Resolution 2022-08: A motion to approve Resolution 2022-08 authorizing execution of an agreement between Quarryville Borough and Providence Township and to accept the agreement with Providence Township to provide police protection to the Enola Low Grade Trail Parking Lot on Fairview Road was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. Resolution 2022-07: A motion to approve Resolution 2022-07 to apply for a grant through the CFA-MTF program for the Second Street Bridge replacement project was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. Deferred Compensation 457 Plan Discussion: It was decided unanimously to put this discussion on hold until a later date. Fire Police Assistance Request: A motion to approve the request for Fire Police assistance for the Ancient Order of Croaking Frogs for their Annual Gun Raffle to be held October 8, 2022, was made by Councilwoman Hastings and seconded by Councilman Kreider. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – JUNE 30, 2022: Council received the financial report and the bills for June 2022. It was moved by Councilwoman Noel and seconded by Councilwoman Hastings that the financial report be received and the monthly bills for June in the amount of $336,565.10 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for June 2022. Chief Beighley gave a report on the calls that they have been receiving including the burglary that is listed on the report. He also commended Officer Burns and Officer Haun on their drug arrests in the Borough. ZONING OFFICER REPORT: Council accepted the June report as submitted. Quarryville Borough Council Meeting Minutes – July 5, 2022 2 QUARRYVILLE BOROUGH AUTHORITY: The minutes of the June 21, 2022 Authority meeting were reviewed by Council. PLANNING COMMISSION: The June 20, 2022 Planning Commission meeting was cancelled. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The June 14, 2022 meeting was cancelled. Councilwoman Bowman commented on the trash/noise ordinance. Borough Manager Scott Peiffer is working on the contracts with local haulers and the clarification of the ordinance. OLD BUSINESS: a. Solanco School District School Resource Officer (SRO) Agreement: Solanco School District approached Chief Beighley requesting to have a second SRO added. The school district would pay 100% of the salary for a 34 hour per week part-time officer. The school board has approved the agreement. A motion was made to accept the agreement to add a second SRO officer by Councilwoman Bowman and seconded by Councilwoman Hastings. The motion passed unanimously. NEW BUSINESS: Council President Joy Kemper stated that there will be a Work Session meeting to be held Monday, July 11, 2022 at 7:00pm. Public Comment: No public comment. ADJOURNMENT: At 7:48 PM, Council President Kemper called for a motion to adjourn. It was moved by Councilwoman Bowman and seconded by Councilwoman Noel that the meeting be adjourned.
