BOROUGH OF QUARRYVILLE – COUNCIL MINUTES WORK SESSION – JULY 11, 2022 Borough Council held a Work Session on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Brian Braightmeyer, Gerald Hassel, Cheryl Bowman, and Diane Hastings. Borough Manager Scott Peiffer and Mayor Anthony Cavallaro were also in attendance. PUBLIC COMMENT: John Lauer from Star Advisors answered questions regarding the proposed pension plan that will be offered to new employees. Current employees would remain in the defined benefit plan that is in force. After discussion a motion to proceed with utilizing Star Advisors to implement a 457 plan (Equitable) with employer and employee contributions was made. Employer contributions will be scheduled from hire date as follows: 90 days- 4%, 1 year and 90 days- 5%, 2 years and 90 days- 6%. All percentages are of base pay. The motion was made by Councilwoman Noel and seconded by Councilwoman Bowman. The motion passed unanimously. OLD BUSINESS: None NEW BUSINESS: Maintenance Department New Hire Approval – After a brief discussion, a motion to hire Brian Wilkin at $20.00 per hour with a hire date of July 25, 2022 was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed 4-2 in favor. Yes votes were Councilwoman Noel, Councilwoman Kemper, Councilwoman Bowman and Councilwoman Hastings. No votes were Councilman Hassel and Councilman Braightmeyer Goods Store Rezoning Request Approval – A motion to ratify and confirm the action of Council taken at the meeting on July 5, 2022, to enact Ordinance No. 449 rezoning tracts of land identified as 322, 312, 308 and 304 West Fifth Street, from their present classification as R-3 Residential District to a new classification of C-1 Commercial District was made by Councilwoman Noel and seconded by Councilwoman Bowman. The motion passed unanimously. ADJOURNMENT: At 8:16 PM, Council President Kemper called for a motion to adjourn. Councilwoman Hastings offered that motion with Councilwoman Bowman seconding.
