BOROUGH OF QUARRYVILLE – COUNCIL MINUTES WORK SESSION – OCTOBER 10, 2022 Borough Council held a Work Session on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Susan Noel, Cheryl Bowman, Gerald Hassel, Brian Braightmeyer and Diane Hastings. Borough Manager Scott Peiffer, Police Chief Rick Beighley and Mayor Anthony Cavallaro were also in attendance. Councilman Jim Kreider was absent. PUBLIC COMMENT: Mike Sullenberger, representative from the Borough serving on the Solanco Public Safety Committee, gave a report on the September 21, 2022 meeting held at the Quarryville Fire Department. Mike gave information on the number of calls, fund raising numbers and expenditures for the Fire Department for 2022. OLD BUSINESS: Police Department Personnel – Chief Rick Beighley and Mayor Cavallaro gave an update on the Solanco School District SRO contract. They are still negotiating on the part-time SRO position and rate. Council discussed the hiring of another full-time officer to fill the position that was vacated by Officer Thompson to fill the part-time SRO. Council discussed various options on funding the hiring of another full-time officer. Council will await the school district’s decision regarding funding the part-time SRO either as a fulltime position or remaining as a part-time position. Council will schedule a special meeting on October 24, 2022 to finalize the decision on police personnel hiring in conjunction with the SRO contract decision. Budget Review – The Manager reviewed the proposed 2023 General Fund Budget. Revenues and expenditures were reviewed. The Capital Budget was reviewed and various projects were discussed. Budget discussions will resume at the Special Meeting on October 24, 2022. NEW BUSINESS: None ADJOURNMENT: At 9:24 PM, Council President Kemper called for a motion to adjourn.
