BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
REGULAR MEETING – OCTOBER 3, 2022
Borough Council held its Regular Meeting on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Diane Hastings, Cheryl
Bowman, Brian Braightmeyer, Gerald Hassel and Susan Noel. Mayor Anthony
Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in
attendance. Councilman Jim Kreider was absent.
PUBLIC COMMENT: Quarryville Library Board member Jewell Shivery presented
the library’s annual report for 2022. Jewell thanked the Borough for their past
support and encouraged Council to continue to financially support the library.
Mayor Cavallaro presented Certificates of Appreciation to members of Boy
Scout Troop 87 who participated in the flag retirement ceremony at Memorial
Park this year. The ceremony was held on Flag Day and over 500 flags were
properly disposed of.
APPROVAL OF MINUTES – SEPTEMBER 6, 2022 REGULAR MEETING & SEPTEMBER 12,
2022 WORK SESSION: It was moved by Councilwoman Noel and seconded by
Councilwoman Bowman that the minutes of both the September 6, 2022
Regular Meeting and the September 12, 2022 Work Session be approved. The
motion passed unanimously.
MANAGER’S REPORT:
Fritz Avenue Subdivision Plan 90 Day Extension Request: A motion to grant
the 90-day extension for approval of the subdivision plans for the Fritz
Avenue Subdivision was made by Councilwoman Hastings and seconded
by Councilman Hassel. The motion was unanimously approved. The due
date for approval will now be January 13, 2023.
Escrow Reduction Request- John Plain, 236 Maple Avenue: A motion to
approve the final stormwater escrow reduction request from John Plain
was made by Councilman Braightmeyer and seconded by
Councilwoman Noel. The motion was unanimously approved.
Resolution 2022-13-Act 57 Compliance: A motion to adopt Resolution
2022-13, waiving real estate tax penalty fees under Act 57 was made by
Councilwoman Hastings and seconded by Councilwoman Bowman. The
motion passed unanimously.

Resolution 2022-14-Act 108 Compliance: A motion to adopt Resolution
2022-14, approving and authorizing participating members of the
Quarryville Fire Company to participate in certain operation support
activities as designated in the Pennsylvania Workers’ Compensation Act
as modified by Act 108 of 2020 was made by Councilwoman Hastings and
seconded by Councilman Braightmeyer. The motion passed unanimously.
Ordinance No. 450 - Non-Uniform Pension Plan Amendment: A motion to
adopt Ordinance No. 450 to amend the Quarryville Borough Code of
Ordinances, Chapter 44, Pensions, to revise the nonuniformed employee
pension plan was made by Councilwoman Bowman and seconded by
Councilwoman Noel. The motion passed unanimously.
Ordinance No. 451- Comcast Cable Franchise Renewal: A motion to
adopt Ordinance No. 451, renewing the Comcast Cable Franchise
Agreement for a 15-year term, was made by Councilwoman Hastings and
seconded by Councilman Braightmeyer. The motion passed unanimously.
Fall Photo Contest: The Borough is sponsoring a fall photo contest for
young residents, grades K-12. Donated prizes for each age group will be
awarded.
Trick or Treat Night/Trunk or Treat Event: Quarryville Borough Trick or Treat
Night will be Monday, October 31, 2022 from 6-8PM. The Quarryville Fire
Company’s Trunk or Treat Event will be October 16, 2022 from 2-4PM in
Memorial Park. The Borough will have volunteer staff in attendance.
WP Partnership/Fritz Avenue Opening Agreement: A motion was made by
Councilwoman Noel and seconded by Councilwoman Hastings to
authorize the President or Vice President of Borough Council and the
Borough Secretary to execute the Agreement between the Borough and
WP Partnership relating to the extension of Fritz Avenue shown on the
Preliminary/Final Subdivision and Land Development Plan for Fritz Avenue
Extension when all of the following conditions have been satisfied:
1. The Exhibit identifying all owners of land abutting the applicable
segment of Fritz Avenue with current information identifying recording
references of deeds and identifying whether such landowners have
consented to the opening of the street in a form acceptable to the
Borough Solicitor and/or Borough Manager is attached.
2. The Agreement is executed on behalf of WP Partnership, also known as
WP Partnership LP.
The motion passed with Councilwoman Bowman abstaining.

A motion to authorize the Borough Solicitor to prepare and advertise an
Ordinance to open the segment of unopened Fritz Avenue shown on the
Preliminary/Final Subdivision and Land Development Plan for Fritz Avenue
Extension when the Agreement between the Borough and WP Partnership
relating to the extension of Fritz Avenue has been fully executed was
made by Councilman Braightmeyer and seconded by Councilman
Hassel. The motion passed unanimously.
Fire Police Request: A request to provide traffic control for a benefit
country music concert to be held on October 22, 2022 at Memorial Park
was received. A motion to grant the request was made by
Councilwoman Hastings and seconded by Councilwoman Bowman. The
motion passed unanimously.
FINANCIAL REPORTS AND MONTHLY BILLS – SEPTEMBER 30, 2022: Council received
the financial report and the bills for September 2022. It was moved by
Councilwoman Hastings and seconded by Councilman Braightmeyer that the
financial report be received and the monthly bills for September in the amount
of $344,934.66 be ratified. The motion was approved.
POLICE DEPARTMENT REPORT: Council received the Police Department Report of
Calls for Service for September, 2022.
ZONING OFFICER REPORT: Council accepted the September report as submitted.
QUARRYVILLE BOROUGH AUTHORITY: The September 20, 2022 meeting minutes
were reviewed by Council.
PLANNING COMMISSION: The September 19, 2022 Planning Commission meeting
minutes were reviewed by Council.
STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The September 19, 2022 meeting
was cancelled.
MAYORS REPORT: No report for September.
OLD BUSINESS: None
NEW BUSINESS: Items on the agenda under new business will be discussed in
committee as well as the Work Session on October 10, 2022.
The Manager reported that he has applied for and been awarded a Benecon
IIC Health and Wellness grant in the amount of $1,000.00. The non-uniform
employees will have a chance for gift cards if they complete a rail trail 10-mile
challenge. The grant will also provide for nutritious snacks for the break room.

PUBLIC COMMENT: Kirk Groves of the Quarryville Police Foundation, related a
story regarding an incident at SECA Park and the need for an officer to respond.
Unfortunately, Borough Police were not on duty due to uncovered or open shifts.
Mr. Groves encouraged Council to consider more fulltime officers to cover the
open shifts.
ADJOURNMENT: At 7:58 PM, Council President Kemper called for a motion to
adjourn. It was moved by Councilman Braightmeyer and seconded by
Councilwoman Bowman that the meeting be adjourned. The motion to adjourn
was unanimously approved.
