BOROUGH OF QUARRYVILLE – COUNCIL MINUTES
WORK SESSION – SEPTEMBER 12, 2022
Borough Council held a Work Session on the above date at 7:00 PM at the
Municipal Building. Council President Joy Kemper called the meeting to order
with the following persons present: Council Members Susan Noel, Cheryl
Bowman, Gerald Hassel, Jim Kreider, Brian Braightmeyer and Diane Hastings.
Borough Manager Scott Peiffer, Police Chief Rick Beighley and Mayor Anthony
Cavallaro were also in attendance.
PUBLIC COMMENT: Chief Beighley reported on the security system and
upgrades to the system. Council discussed the various options including: adding
cameras, repairing the current inoperable audible fire alarm, adding door swipe
locks, and switching alarm companies. After discussion, a motion to upgrade
the alarm panel, repair the audible fire alarm, add additional quoted cameras
and door locks and change to Vector Security at a cost of $11,594.00 from
ARPA funding was made by Councilwoman Bowman and seconded by
Councilwoman Noel. The motion passed unanimously.
Chief Beighley also reported on the need for a whole building generator.
Council discussed the idea and the Manager and Chief will pursue options and
current cost opinions. The last estimate for a generator was around $50,000.00.
OLD BUSINESS:
Active Transportation Plan - A motion to pass Resolution 2022-11, adopting
the Active Transportation Plan was made by Councilwoman Hastings and
seconded by Councilman Braightmeyer. The motion passed unanimously.
LEMSA Request for Funds - Discussion on a funding request from LEMSA
was held by Council. The decision for the amount of funding will be held
during budget discussion in October.
NEW BUSINESS:
Resolution 2022-12 - A motion to pass Resolution 2022-12 Inter-Municipal
Agreement with Strasburg Borough was made by Councilwoman Noel
and seconded by Councilwoman Hastings. The motion passed
unanimously.
Budget Discussion - A brief discussion was held on the 2023 budget
regarding non-uniform employee wage increases. It was decided to
increase non-uniform wages 4% in the budget.
EXECUTIVE SESSION: At 8:30 PM, Council President Joy Kemper called for a
motion to enter into Executive Session for Personnel matters. Councilwoman

Noel offered that motion and Councilwoman Hastings seconded the motion.
The motion passed unanimously.
RETURN TO REGULAR SESSION: At 8:38 PM, Council returned to Regular Session.
Council President Kemper reported that the Borough Manager’s 2023 salary will
be set at $85,000.00 and the Chief of Police 2023 salary will be set at $87,000.00.
ADJOURNMENT: At 8:41 PM, Council President Kemper called for a motion to
adjourn. Councilwoman Hastings offered that motion with Councilman Hassel
seconding. The motion to adjourn was unanimously approved.
