BOROUGH OF QUARRYVILLE – COUNCIL MINUTES REGULAR MEETING – SEPTEMBER 6, 2022 Borough Council held its Regular Meeting on the above date at 7:00 PM at the Municipal Building. Council President Joy Kemper called the meeting to order with the following persons present: Council Members Diane Hastings, Cheryl Bowman, Brian Braightmeyer, Gerald Hassel and Susan Noel. Mayor Anthony Cavallaro, Chief Rick Beighley and Borough Manager Scott Peiffer were also in attendance. Councilman Jim Kreider was absent. PUBLIC COMMENT: Council President Kemper announced that an Executive Session regarding street opening legal matters was held at 6 PM prior to the scheduled meeting this date (September 6, 2022). The following members were present: President Kemper, Councilwoman Noel, Councilwoman Hastings, Councilman Hassel and Councilman Braightmeyer. Councilwoman Bowman and Councilman Kreider were not present. The Police Foundation accepted a donation from Victory Church represented by Stephen Keefer from their Break the Chains Event. Mark Will Partnership, represented by Scott Wigglesworth, Mark Will and Mark Evans were present to answer any questions regarding the Fritz Avenue Development and the street dedication. Council President Kemper explained that Council is willing to move forward with the preparation of an agreement concerning the opening and dedication of Fritz Avenue after construction. APPROVAL OF MINUTES – AUGUST 1, 2022 REGULAR MEETING: It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the August 1, 2022 Regular Meeting be approved. The motion passed with Council President Kemper abstaining due to her absence. APPROVAL OF MINUTES – AUGUST 8, 2022 WORK SESSION: It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the minutes of the August 8, 2022 Work Session minutes be approved. The motion passed with Councilman Braightmeyer abstaining due to his absence. MANAGER’S REPORT: Active Transportation Plan Discussion: Sam Meckley from Rettew Consulting was present to answer questions on the final draft of the Active Transportation Plan. The Plan will be adopted by Resolution at the September 12, 2022 Council Work Session. Quarryville Borough Council Meeting Minutes -September 6, 2022  2023 NON-UNIFORM AND UNIFORM PENSION PLAN MMO APPROVAL: A motion to approve the 2023 Uniform and Non-Uniform Minimum Municipal Obligations was made by Councilwoman Bowman and seconded by Councilwoman Hastings. The motion was unanimously approved. Fire Police Assistance Request: A motion to approve the Fire Police Assistance requests for the Solid Rock 5K Walk/Run on 10/1/2022, the Britain Hill Fur the Animals event on 9/24/2022 and the Britain Hill Small Business Saturday event on 11/26/2022 was made by Councilwoman Noel and seconded by Councilman Hassel. The motion passed unanimously. Resolution 2022-10 Rental Inspection Fees: A motion to approve the fee resolution for rental inspections was made by Councilwoman Noel and seconded by Councilman Braightmeyer. The motion passed unanimously. Fund Transfer: A motion to transfer $200,000.00 from General Savings to General Capital Reserve Savings was made by Councilwoman Hastings and seconded by Councilwoman Bowman. The motion passed unanimously. Smith Drive Development 90-Day Extension Approval: A motion to approve a 90-day extension for subdivision preliminary plan review for the Smith Drive Development was made by Councilwoman Hastings and seconded by Councilman Braightmeyer. The motion passed unanimously. FINANCIAL REPORTS AND MONTHLY BILLS – AUGUST 31, 2022: Council received the financial report and the bills for August 2022. It was moved by Councilwoman Hastings and seconded by Councilwoman Noel that the financial report be received and the monthly bills for August in the amount of $91,192.42 be ratified. The motion was approved. POLICE DEPARTMENT REPORT: Council received the Police Department Report of Calls for Service for August 2022. Chief Beighley reported that the cameras (body and vehicle) are in and being installed tomorrow (9/7/22). Chief Beighley also reported that the part-time School Resource Officer (SRO) position was filled by Officer Cheryl Thompson due to the part-time SRO candidate failing a background check. Part-time Officer Melot will fill in 34 hours for street patrol. ZONING OFFICER REPORT: Council accepted the August report as submitted. QUARRYVILLE BOROUGH AUTHORITY: The August 16, 2022 meeting minutes were reviewed. Councilman Braightmeyer reported that the Authority was considering mailings to make landlords aware of a water usage monitoring system that they could take advantage of. Quarryville Borough Council Meeting Minutes – September 6, 2022 2 PLANNING COMMISSION: The August 15, 2022 Planning Commission meeting minutes were reviewed by Council. STREETS/INFRASTRUCTURE/PARKS COMMITTEE: The August 9, 2022 meeting minutes were reviewed by Council. The Manager requested to cancel the 9/13/2022 S/I/P meeting due to the Solanco Fair. All were in agreement. MAYORS REPORT: The Mayor reported that he helped judge the recent sidewalk chalk contest held for Borough children in August. Mayor Anthony thanked all those who helped with the first National Night Out held in Quarryville. OLD BUSINESS: The Manager reported that Jack and Gina Plain have still been dealing with stormwater issues at their home on 236 Maple Avenue. They have completed the repair that should solve the problems. Councilwoman Noel reminded Council of the upcoming Diversity and Harassment Training on October 5, 2022 from 2:00-3:30 pm here at the municipal Office. NEW BUSINESS: There was no new business. PUBLIC COMMENT: Barry and Brenda Bard of 341 Fritz Avenue asked what the process would be for the proposed Fritz Avenue development to move forward and in particular, what the process for possible street dedication would be. A brief discussion on the street dedication was held. ADJOURNMENT: At 8:38 PM, Council Vice President Noel called for a motion to adjourn. It was moved by Councilwoman Hastings and seconded by Councilman Braightmeyer that the meeting be adjourned. The motion to adjourn was unanimously approved.
